SINAP – Support for the Implementation of the National System for the Prevention of the Use of Alcohol and Other Drugs

The National Secretariat for Drug Policies and Asset Management (SENAD) of the Ministry of Justice and Public Security (MJSP) is committed to implementing the National System for the Prevention of Alcohol and Other Drugs (SINAP) with the support of the United Nations Office on Drugs and Crime (UNODC) and the United Nations Development Programme (UNDP), based on the International Guidelines on Drug Use Prevention.

SINAP aims to integrate and promote the coordination of a set of evidence-based interventions and policies, thereby systematizing access to information, prevention initiatives, and the management of policies, actions, and programs for the prevention of alcohol and other drug use at all three federal levels. 

Action areas

The activities implemented in this partnership between SENAD, UNODC and UNDP have been organized into three strategic areas: 

  • Area 1: Technical Assistance:
    Providing technical and updated support for the development of tools necessary for the implementation of SINAP by SENAD. This includes the development of a theoretical model proposal, mapping of regulatory documents, creation of an article database, and the construction of a proposal for National Guidelines on Drug Use Prevention based on evidence.
  • Area 2: Strengthening Drug Use Prevention Actions in Brazil:
    Enhancing prevention actions through the training of managers and the improvement of three prevention programs adapted for implementation in Brazil: Elos and #Tamojunto, aimed at the school environment; and Famílias Fortes, targeted at families.
  • Area 3: Strengthening Management, Communication and Advocacy Actions: Facilitating access to qualified information on the prevention of alcohol and other drug use through the implementation of an Informative Platform. This tool is expected to consolidate national surveys on scientific production, programs, and materials, as well as actions, events, and exchanges of experiences in awareness-raising and advocacy.
SENAD

The National Secretariat for Drug Policies and Asset Management (SENAD) of the Ministry of Justice and Public Security (MJSP) is an intersectoral and interinstitutional coordination body for drug policy in the country. It works to expand dialogues, build partnerships, and provide support to states and municipalities, aiming at the consolidation of the National Drug Policy System (SISNAD).

SENAD's main areas of action are: 

  • Prevention of drug use and violence; 
  • Promotion of social reintegration with a focus on reducing inequities, respecting autonomy and dignity of individuals; 
  • Disruption of drug trafficking criminal organizations and improving repressive actions based on intelligence and strategy; 
  • Technical support to police and forensic services, especially regarding the discovery of new drugs; 
  • Production of research and data analysis to support public drug policies; 
  • Mitigation and remediation of the effects of drug trafficking on the population, with special focus on groups disproportionately affected by drug policy – women, Black populations, Indigenous peoples, children and adolescents, and homeless populations. 

All activities, projects, and programmes are aligned with major federal government guidelines, such as social participation, combating racism, promoting gender equity, ensuring rights, and protecting vulnerable groups.
