CRIMFLO – Strengthening the Criminal Justice System Response to Forestry Crimes

The project CRIMFLO – Strengthening the Criminal Justice System Response to Forestry Crimes aims to support the prevention of illegal deforestation and timber trafficking in Brazil, from the crime scene to the courtroom. The project collaborates closely with environmental, public security, and justice system institutions at both federal and state levels, focusing on the states of Pará and Amazonas, both located in the Amazon Rainforest.  

The project has established partnerships with various national institutions, offering training to officials involved in environmental enforcement on various topics such as intelligence and timber identification, among others. The initiative also promotes dialogue spaces between state and federal agencies, fostering interinstitutional dialogue and cooperation. Additionally, it conducts research aimed at understanding the justice system's response to environmental crimes in Northern Brazil, to identify needs for strengthening the work of judges and prosecutors in this area. 

Action areas

Training and capacity buildingCRIMFLO enhances and developcapacities through specialized training and courses. The project also creates technical manuals for partner institutions. CRIMFLO aims to identify tools and technologies to promote the strengthening of ongoing governmental initiatives.  

Interinstitutional articulation: CRIMFLO facilitates partnerships that promote the exchange of information and experiences, as well as joint actions between various institutions, aiming to increase the efficiency and effectiveness of monitoring, investigation, prosecution, and adjudication efforts related to forest crimes.   

Partnerships with the private sector and civil society: CRIMFLO establishes dialogues and partnerships with the private sector and civil society organizations to coordinate efforts and resources aimed at protecting the Amazon and promoting environmental justice. 

Cross-border, transnational, and inter-regional cooperationCRIMFLO promotes exchanges with the countries that are transit and destination points for Brazilian timber, aiming to identify routes, financial flows, and operational patterns of criminal groups to weaken transnational organized crime present in the Amazon region. 

Partnerships

CRIMFLO is implemented under the Global Programme on Crimes that Affect the Environment (GPCAE) of the United Nations Office on Drugs and Crime (UNODC). Integrated into the Environmental Crime Prevention Unit of UNODC Brazil, the project has the support of the International Narcotics and Law Enforcement Affairs (INL) of the U.S. Department of State.
