PRIS-COOP

PRIS-COOP aims to promote the dissemination and adoption of innovative and interagency practices to strengthen prison management in Brazil and Paraguay, particularly towards a more efficient and coordinated response to organized crime in the prison system. In addition, it encourages collaboration between Brazil, Paraguay, Colombia, and Peru in addressing cross-border organized crime.  

In BrazilPRIS-COOP works in collaboration with the National Secretariat for Penal Policies (SENAPPEN) and prison administrations from several states. In Paraguay, its main partner is the Ministry of Justice

Action areas
  • Specialized training: Promotion of training on various topics, including procedural and dynamic security, prison intelligence, and prisoner classification.
  • Classification of prisoners: Support to the implementation of effective and evidence-based classification systems, in line with international minimum standards. 
  • International cooperation: Encouragement of collaboration between Brazil, Paraguay, Colombia, and Peru to foster innovative and interagency practices to strengthen prison management, notably against organized crime groups.  
  • Interagency cooperationFacilitation of collaboration among different government institutions dedicated to the response against organized crime, creating support networks and fostering innovation. 
Results

Phases I and II (November 2021 to February 2025 - ongoing)

Brazil:

  • 644 professionals trained in 11 states;
  • 20 states reached;
  • Average knowledge increase of 60% among participants in specialized training sessions;
  • Support to the implementation of prisoner classification in two states;
  • Launch of online course on organized crime in the prison system.

Paraguay:

  • 397 prison officers and students from the Higher Technical Penitentiary Institute trained;
  • 373 prison officers trained by Paraguayan multipliers;
  • Development of a pilot methodology on prisoner classification.
