The series of Technical Dialogues is an initiative of the global project "Ensuring effective responses to COVID-19 and future emerging crises" that promotes transnational programs on transparency and integrity in public procurement, whistleblower protection, and oversight mechanisms in Argentina, Brazil, Chile, Colombia, Indonesia, Paraguay, the Philippines, South Africa, and Timor-Leste. The initiative was developed by UNODC headquarters in Vienna, based on the monitoring of compliance with the provisions of the United Nations Convention Against Corruption (UNCAC) by its Member States with funding from the Bureau of International Law Enforcement and Narcotics of the U.S. Department of State (INL/USA).
The project seeks to assist countries in their search for improved responses and recovery from Covid-19, as well as future emergency crises, with a focus on promoting transparency and integrity in public procurement, especially in the area of health, and strengthening protection for whistleblowers.
The Technical Dialogues address the main topics of the project and are being held monthly, from 10am to 11:30am, since September 2021. On the occasion, integrity and transparency in public procurement beyond Covid-19: technical and academic perspectives in Brazil was discussed with a representative from the Ministry of Economy, Renato Fenili, and from the Federal Prosecutor's Office, Edilson Vitorelli.
In the October meeting, the theme of the Technical Dialogue was the protection of reporters: institutional and normative challenges in Brazil, a theme addressed by the UNODC Project's consultant on the field, Prof. Juliana Palma, by the representative of the Office of the Federal Attorney General, Homero Andretta, and the legislative consultant of the Federal Senate, Juliana Magalhães.
Each of the Dialogues is composed of a lecture given by a specialist in the respective field, by presentations given with actors in the sector - public entities and civil society - and the presentation of studies developed by UNODC under the project.
The objective is to share and discuss the different initiatives for the promotion of transparency in public procurement and the protection of reporters developed in Brazil seeking to foster national cooperation and strengthen the country's response to future emergency crises based on international best practices.
