Brasília, 26/02/2024 - UNODC and the Brazilian Ministry of Environment and Climate Change (MMA) concluded the report on Brazil’s ICWCC Indicator Framework exercise, that took place in Brasília-DF on 21 and 22 November 2023.
The document systematizes and analyses all the discussions and results obtained during the exercise, which is a self-assessment exercise based on a standardized framework of 50 indicators arranged against eight desired outcomes related to wildlife and forest crime. Along two days of activities, 40 officials from the justice and law enforcement system, at state and federal level, as well as experts and specialists discussed issues related to national legislation and law enforcement on crimes against wildlife.
The report brings recommendations and highlights priorities related to Brazil’s response to wildlife crime, including the need to improve the legal and regulatory framework, adjusting criminal sanctions to the gravity of the conduct; improving the procedures and tools used in investigations; institutional development and training, promoting cooperation between institutions; and investing in a social-centered approach, with a focus on prevention and awareness-raising.
In March, the report will be officially presented to the MMA, allowing both institutions to discuss the next steps and possibilities for cooperation on the theme.
The Indicator Framework exercise is a tool developed by the International Consortium to Combat Wildlife Crime (ICCWC), composed by UNODC; the Secretariat of the Convention on International Trade in Endangered Species of Wild Fauna and Flora - CITES; the International Criminal Police Organization - INTERPOL; the World Bank; and the World Customs Organization - WCO.
Organized under UNODC Brazil's ECOS - Regional Cooperation to Combat Environmental Crimes project, the exercise was supported by the United States Agency for International Development (USAID).
