The purpose of the present paper is to add impetus to such considerations. Following discussions at the Internet Governance Forum (Workshop 115 on Cybercrime Strategies) in Kenya, Nairobi, on 28 September 2011, and the Council of Europe’s Octopus conference (Strasbourg, France, 22 November 2011), it was updated in December 2011 to feed into the preparation of cybercrime strategies.
