Non-Governmental Organizations (NGOs)
NGOs have an important role in preventing and countering migrant smuggling, not only in respect of helping migrants, but also due to their capacity to raise the public's, and would-be migrants', awareness of the threats posed by migrant smuggling. Beyond this, NGOs also play a key role in raising awareness and building the capacity of States and other anti-migrant smuggling actors ( UNODC, 2009). Lecturers could encourage a debate among students on the possible role of NGOs in assisting authorities in investigating and prosecuting smuggling of migrants (see Exercise 2).
