Tool 1: Universal instruments against terrorism UNODC has developed a set of  Counter-Terrorism Legal Training Curriculum Modules examining universal instruments against terrorism and related frameworks as well as practice in detail, including more procedural aspects which are not examined in any detail here: Module 2:  The Universal Legal Framework against Terrorism. Module 3:  International Cooperation in Criminal Matters: Counter-Terrorism. Module 4:  Human Rights and Criminal Justice Responses to Terrorism.
