Regions free of illicit coca crops: System of Vulnerability Indicators
Consolidation of regions or zones that are free of illicit crops is the result of an inter-institutional and participatory approach. A baseline has to be constructed that characterizes the vulnerability of each region according to biophysical, cultural, economic and environmental aspects; government institutions should act using the principle of coordination and adopt an integrated approach, and members of civil society should participate in this process. This requires the support of geographical methodologies of monitoring and evaluation.
