Tripartite Agreement for the Achievement of the City of Accounts in Panama

Panama, April 25, 2024. An important step towards the achievement of the City of Accounts project was taken with the signing of the tripartite agreement between the General Comptroller's Office, Court of Accounts, and the United Nations Office on Drugs and Crime (UNODC). This was evidenced by their respective signatures: Waleska Hormechea, Attorney General of the General Comptroller's Office; Álvaro Visuetti, Chief Justice of the Court of Accounts; and Sylvie Bertrand, legal representative of the UNODC.
The purpose of this agreement is to strengthen the capacities of the General Comptroller's Office and the Court of Accounts, including the need for effective collaboration, updating of the legal framework, modernization, and proposal of suitable spaces for the operation of both institutions.
This cooperation agreement has a duration of two years, and the UNODC through the Regional Office for Central America and the Caribbean in Panama (ROPAN) will execute the resources provided by the Comptroller's Office and the Court of Accounts in the amount of five hundred four thousand four hundred sixty-four Balboas (B/. 504,464.00), for the implementation of project activities.
For the Attorney General, “this agreement we are signing today is the result of collaborative work and a shared understanding of the importance of modernizing and humanizing justice spaces. I thank all the institutions and people who have made it possible to reach this point, especially our strategic partners who have believed in this visionary project.”
Meanwhile, Justice Visuetti added, "we are extremely pleased that the United Nations is accompanying us in the process of transforming our jurisdiction for the benefit of Panamanian society. We will continue to redouble efforts in the short and medium term to strengthen the effectiveness and efficiency of processes and the effectiveness of decisions, contributing to the strengthening of the Democratic Rule of Law.”
“The City of Accounts will allow the collaborators of the Jurisdiction of Accounts of Panama to carry out their functions in spacious and dignified workspaces and continue to provide services with the high quality standards demanded by Panamanian society, accessible to all on equal terms, seeking to strengthen processes that guarantee the protection, prosecution, and recovery of public assets,” Bertrand expressed during her intervention.
