Building stronger investigative capacity of Balochistan Levies Force

13 August 2024, Islamabad - The Balochistan Levies Force plays a critical role in maintaining law and order across one of Pakistan's most diverse and challenging provinces. Their deep understanding of the socio-cultural dynamics of Balochistan gives them a unique advantage in handling sensitive cases, particularly in areas where formal policing structures may be less effective. By enhancing their investigative skills and professional capacity, the Levies officers are better equipped to enhance trust between the citizens and the broader justice system.

The UNODC Criminal Justice and Legal Reforms Programme, in partnership with the Balochistan Levies Force, successfully concluded two intensive rounds of training on basic investigation skills for a cross-section of investigation officers from diverse regions of Balochistan. Held from July 30th to August 8th, this initiative was funded by the European Union's Deliver Justice Project and implementation support of UNODC.

The training program was a comprehensive effort to build core competencies in several crucial areas of investigation. The sessions covered a wide array of topics, from crime scene management and understanding advanced laws to mastering investigative techniques and handling cases of gender-based violence. A special emphasis was placed on community policing and the critical role it plays in fostering trust and cooperation between law enforcement and the communities they serve.

One of the standout features of the training was the focus on the collection of forensic evidence. Officers were trained in the latest methods of collecting, preserving, and analyzing forensic evidence, ensuring that they are well-equipped to handle even the most complex cases.

Understanding that effective learning is best achieved through structured, and incremental progress, the training was delivered through a modular approach. From interrogation techniques to interviewing victims, witnesses, and suspects, the training covered all the critical elements required for conducting thorough and effective investigations.

The European Union's support through the Deliver Justice Project has been instrumental in making this possible, reflecting a shared commitment to upholding the rule of law and protecting the rights of all citizens.

As the officers returned to their districts, they carried with them enhanced skills and renewed confidence in their ability to serve and protect their communities.
