The event convened representatives from the Jordanian Ministry of Foreign Affairs, alongside other key stakeholders, including relevant law enforcement and criminal justice agencies, such as the Ministry of Justice, the Ministry of Interior, the Central Bank, the State Security Court, the General Directorate of Intelligence, the Financial Intelligence Unit, as well as the Anti Money Laundry and Financing of Terrorism Committee.
The workshop featured expert contributions from the UNSC's Analytical Support and Sanctions Monitoring Team on ISIL (Da’esh) and al-Qaida, Italy’s Guardia di Finanza, and Egypt’s Ministry of Justice, ensuring a thorough exploration of global practices and regional cooperation in implementing sanctions and measures related to countering the financing of terrorism. Experts from the UNSC team addressed challenges and strategies in enforcing the UNSC sanctions system, focusing on designation criteria under United Nations Security Council resolution 1373 (2001) and 1267 (1999), as well as mechanisms for appeals, listings, and withdrawals from UN sanctions lists. Experts from Italy and Egypt shared their national experiences in countering the financing of terrorism and implementing sanctions, highlighting practical insights, and addressing implementation challenges.
Delegates from Jordan presented their national legal framework and current procedures for implementing UN sanctions and exchanged experiences and good practices. The discussions offered invaluable insights into optimizing Jordan’s processes for implementing sanctions with a focused examination of critical issues related to countering the financing of terrorism.
This event was a key part of UNODC's ongoing efforts to enhance the criminal justice systems and capacity to counter-terrorism mechanisms in Jordan. The activity, funded by the UN Peace and Development Trust Fund, successfully contributed to strengthening the country's ability to implement UN Security Council sanctions and reinforce Jordan’s commitment to global counter-terrorism efforts. Continued collaboration between Jordan and UNODC is essential to ensuring that the country is equipped with the tools and expertise needed to address emerging threats and uphold international security standards.
