Clandestine Manufacture of Substances under International ControlThis manual has been prepared as a working reference tool for use by national law enforcement authorities and personnel of drug testing laboratories, drawing on reviews supplied by national authorities as well as on available literature. The manual consists of three parts. 1. The first part contains monographs of the substances under international control that are produced/manufactured in clandestine laboratories. Each monograph consists of the name and chemical structure of the substance, its control status and the Chemical Abstracts Service Registry Numbers (CAS number) of the most commonly available base and salt forms. The monograph lists the main precursor chemicals/raw materials required for the production of the respective substance and, if relevant, details are provided for the production/manufacture of the important precursors employed. The monographs also include links to synthesis/processing schemes and appropriate citations for each substance. 2. The second part of the manual consists of a series of tables which enable the cross referencing of the precursors/raw materials and chemicals/reagents used to manufacture the substances under international control included in this manual. This data is provided to support the investigation of clandestine laboratories by both law enforcement and laboratory personnel.
An addendum to the manual on the Clandestine Manufacture of Substances under International Control (ST/NAR/10/Rev.3/Add.1) is in response to the scheduling decisions of the Commission on Narcotic Drugs from 2015-2017.
