Announcement: CALL FOR PROPOSALS – DAPC Grant 2024
1. SUMMARY
The UNODC DAPC grants programme is launching a Call for Proposals with the aim of funding not-for-profit organisations working in the area of substance use prevention whose projects are aimed at implementing evidence-based substance use prevention programmes for and with youth. Applicants from low- and middle-income countries are eligible for grant awards of USD 10,000 to USD 17,000.

Activities
The DAPC grant funding under this Call for Proposals will be awarded projects that:
- Are focused on evidence-based prevention of substance use. This is assessed on the basis of how well the project activities are in line with the types of interventions and policies found to be effective in preventing substance use based on the available scientific evidence, as outlined in the UNODC/WHO International Standards on Drug Use Prevention;
- Are targeting young persons under the age of 18 and implemented in a developmentally appropriate way;
- Support the active participation of youth in their communities. Proposals should demonstrate youth as active agents in effective substance use prevention, including meaningful involvement inthe development, dissemination and implementation of prevention programmes, in particular through youth-based peer-to-peer education or interactions.
Proposed activities and interventions will need to be supported by available evidence. It is important to note that sports and similar activities alone are not regarded as prevention, but could be used as settings for prevention activities which include other evidence-based interventions such as life skills training. Similarly, the sole provision of information or awareness raising alone is not considered to be effective in preventing substance use.
On the other hand, programmes that support the growth of age-appropriate personal and social skills and development via a series of structured and interactive sessions have been found to be effective in preventing substance use. Similarly, supporting school participation, positive school culture, or providing support to families and children, are also good examples of evidence-based practices.

Applicants
Applicants should be non-for-profit organisations registered for not less than five (5) years under the relevant Laws of the country where it is registered. They should have relevant prior experience on both substance use prevention, youth empowerment and peer-to-peer education. Furthermore, applicants should have the needed capability to financially manage and administer the grant.
2. HOW TO APPLY
This Call for Proposals takes a phased-approach. Interested applicants are to first submit a
concept note which will be evaluated based on the criteria outlined in the Call for Proposals. UNODC will review the concept notes and select
applicants who will be invited to submit
full project proposals. Selected applicants will be contacted separately with additional instructions, including necessary application forms. Please note that shortlisted applicants will be required to register at the
UN Partner Portal.

3. OBLIGATIONS OF GRANT RECIPIENTS
Organisations benefiting from the DAPC grant will be required to sign a formal Agreement with UNOV/UNODC. A previous sample template of this agreement is available for information
here (Please note that UNODC must follow existing regulations within the UN system and the final agreement may be different).
In general, DAPC grantees will be required to regularly submit reporting (narrative and financial) on the project’s progress upon request. Information provided will form the basis of reports (including photographs) submitted by UNODC to the donor, the Drug Abuse Prevention Center (DAPC), on the grantee organisations and the activities supported by the DAPC grant.
Grantees will also need to collect and keep readily accessible information and documentation on the project progress and use made of the funding, including records of expenditures (e.g., invoices, purchase orders, payroll records), for a period of three (3) years following the completion of activities.
