To enable the timely start and smooth progress of the review process, States parties have been divided into three groups, each being involved in the Review Mechanism in a progressive manner: Group 1 as of December 2020, Group 2 as of November 2021 and Group 3 as of November 2022.
Per each country review two reviewers are randomly assigned through a drawing of lots to each State party under review: one State party from the same regional group as the State party under review and one State from another regional group (in accordance with paragraph 28 of the Procedures and rules). The Secretariat convened two joint intersessional meetings of the UNTOC COP Working Groups to carry out the drawing of lots, held on 23 November and 14 December 2020 respectively (drawing and redraws meetings), in line with operative paragraph six of UNTOC COP resolution 10/1.
Following subsequent requests by States parties, in accordance with subparagraphs 28 (d) and (f) of the Procedures and Rules, the following joint intersessional meetings have been organized for the purpose of the repetition of the drawing of lots:
