The Constructive Dialogues on the UNTOC and Protocols’ review process are a unique opportunity for relevant stakeholders including non-governmental organizations, academia and the private sector to engage in the Mechanism.
During the Constructive Dialogues, relevant stakeholders are briefed on the development and outcomes of the review process and at the same time, can contribute with their inputs and suggestions to the effective operation of the review process.
As of 2024, the Constructive Dialogues are periodically convened, after the meetings of the Working Groups of the UNTOC Conference of the Parties, in accordance with paragraph 53 of the Procedures and rules for the functioning of the UNTOC Review Mechanism.

The Constructive Dialogues are open to States parties, signatories, non-signatories, entities, intergovernmental organizations, as well as to non-governmental stakeholders, including non-governmental organizations, representatives of academia and the private sector.
The meetings are held in a hybrid format (in-person in Vienna and online) in English without interpretation.
Each Constructive Dialogue is facilitated by the Chair(s) of the related thematic Working Group who will also prepare a summary of the discussions, published by Secretariat and shared with the relevant Working Group for its consideration at its following meeting.
Non-governmental stakeholders who wish to participate in the relevant Constructive Dialogues need to apply in response to a dedicated call for participation issued by UNODC on a yearly basis.

Representatives of States parties and signatories, non-signatories, entities and intergovernmental organizations attending the meetings of the UNTOC COP Working Groups are automatically invited to participate in the respective Constructive Dialogue, as per paragraph 53 of the Procedures and rules for the functioning of the UNTOC Review Mechanism.
