Workshop Objectives

The overall objective of this workshop is to strengthen the participants’ capacity to contribute to the implementation of the Review Mechanism of the United Nations Convention against Transnational Organized Crime (UNTOC) in line with Resolution 9/1 and launched through Resolution 10/1 of the 10^th session of the Conference of the Parties (COP). The aim of the workshop is to prepare participants to contribute to the general review during COP; the country review at the national level, and constructive dialogue between government focal points in the margins of the Working Group meetings, United Nations Office on Drugs and Crime (UNODC), and other stakeholders. UNODC is committed to support Member States in the Review Mechanism and to prepare non-governmental stakeholders for constructive and meaningful contribution during the review process.

This training will prioritize Non-Governmental Organizations (NGOs), academics and private sector representatives from countries under review in group one (according to the results of the drawing of the lots). Participants from other countries are also welcome.

The objective of this workshop is four-fold:

To introduce participants to the self-assessment questionnaire which is the only instrument State Parties are using to review their progress on the implementation of the UN Convention against Transnational Organized Crime (UNTOC).
To allow participants to identify aspects of the instrument that are relevant to their work.
To allow participants to exchange on how they can engage with their governments in the review process.
To allow participants to learn about tools and avenues for coordinating their contribution to the review process, and how to create networks with other stakeholders.

Language: English. Simultaneous interpretation in English and French if the demand exists.

The possibility to be invited to constructive dialogues. Constructive dialogues are meetings between the chair of the working group and non-governmental stakeholders, which will brief participants on the developments and outcomes of the review process, and collect inputs and suggestions from participants, including their contribution on ways to improve the implementation of UNTOC and its Protocols after governments have submitted their self-assessment questionnaires.
Network with other civil society stakeholders, potentially beyond your country or region, and learn about opportunities to join global networks such as the NGO Alliance, the Global Initiative and the UNCAC Coalition.

Training Format

This training will be held in virtual format in a synchronous mode that will involve live plenaries, interactions among participants in breakout groups, and Q&A sessions. The virtual part of the training will be conducted using Microsoft Teams which allow instant communication, including video conferencing, live chat and breakout groups. Depending on circumstances, this part of the training may take place in a hybrid mode, meaning that some participants may be present in-person in line with local government’s measures for COVID-19. The exact format of the training will be communicated to selected participants.

Graduate Experience: SE4U Workshop on Self-Assessment Questionnaire

Vienna, February 2022. In October 2021, the UNODC Civil Society Unit organized for the second time the SE4U Workshop on the UNTOC Self-Assessment Questionnaire for 35 participants from 25 countries globally. Nini Aung, Project Manager (Policy and Partnership) for the Regional Support Office of the Bali Process on People Smuggling, Trafficking in Persons and Related Transnational Crime, participated successfully in the Workshop, after previously taking part in the SE4U Self-Paced Course on the UNTOC Review Mechanism.

This is how she explained her experience:

“The SE4U workshop has allowed me to improve my understanding of the standards and norms relevant to the implementation of the Organized Crime Convention and its Protocols. Most importantly, the workshop has also introduced UNODC’s latest efforts on the engagement of civil society organizations on the UNTOC review mechanism and the composite of knowledge platforms such as E4J, SHERLOC, and WhatsOn. The toolkit and different knowledge resources and platforms introduced by the workshop are of practical use in my daily work, particularly in an effort to develop good practices in combating transnational organized crime through the various projects of RSO of the Bali Process. The SE4U workshop is highly relevant for practitioners and educators with relevant experience in policy and partnership development in preventing and combating transnational organized crime.”
