Intermediate SE4U Self-Paced Course: Instruments and Processes for UNTOC Review (15 November – 16 December)

Training objectives

The objective of this course is to improve the capacity of civil society organizations, academia, and the private sector to contribute to the implementation of the UN Convention against Transnational Organized Crime (UNTOC) and its Review Mechanism in accordance with Resolution 9/1 of the Conference of the Parties (COP), specifically by improving the capacity of stakeholders to contribute to the country review process conducted through the self-assessment questionnaire.

More specifically, the course aims to:

Familiarize participants with the country review process and the preparation of self-assessment questionnaires.
Become closely familiar with the structure of the self-assessment questionnaire and practice how to respond to the self-assessment questionnaire when given the opportunity to do so by the Government.

Duration

The course will run between 15 November and 16 December 2024.

Training Format

This is a self-paced (asynchronous) online course. Participants can access study materials and complete assignments anytime during the given period. This course will also count with live forums to exchange doubts and ideas with a moderator.

The course is conducted through the UNODC Global eLearning Platform, a Web-based learning management system in which a password-protected course environment is created for the course. This platform can be accessed from any computer with internet connection. Google Chrome is the recommended internet browser. This online course is held in English.

Workload

Participants should be prepared to invest approximately 9 hours of their time into the course. The course does not have to be completed in one seating. All participants are welcome to split the workload throughout the duration of the course in the way that works best for their schedules and learning styles.

Course materials

The course is based on the UNODC Toolkit on Stakeholder Engagement: Implementing the United Nations Convention against Transnational Organized Crime.

The course content includes information on the UNTOC Country Reviews, Stakeholder Engagement in the UNTOC Self-Assessment Questionnaires, Outreach to the Government Focal Point, and best practices for preparing answers to the Self-Assessment Questionnaire.

Eligibility

To be eligible for this course, applicants must fulfill the following criteria:

be part of a civil society organization, academia or the private sector;
have completed the SE4U foundational self-paced course on UNTOC and its Review Mechanism or have prior proven working knowledge on the UNTOC and its Review Mechanism;
have a vested interested in countering transnational organized crime, addressing at least one of the following topics: (i) trafficking in persons, (ii) migrant smuggling, (iii) illicit firearms, and (iv) emerging crimes (e.g., cybercrime).

Be prepared for when the Government provides the opportunity to provide in-put to the self-assessment questionnaire.
Use the knowledge gained to link the work of your organization with various aspects of a government instruments for UNTOC review.

Selected SE4U alumni will be invited to join:

Voluntary Pilot Initiatives (VPIs) with their respective governments, engaging with each other to implement the UNTOC Review and address organized crime-related issues in their respective national and/or regional contexts;
Constructive Dialogues between non-governmental stakeholders and government that take place following the conclusion of the UNTOC Working Group meetings;
WhatsOn – UNODC’s interactive online multistakeholder database and knowledge hub for non-governmental stakeholders working to counter organized crime and corruption.

Additionally, outstanding SE4U alumni will be featured in the Human Story section on WhatsOn and on UNODC-CSU social media, and will thus have a chance to showcase their organizational and individual achievements related to the implementation of UNTOC.
