Format
The session will be held in the six official languages of the United Nations in a hybrid format with both in-person and online components.
Two daily meetings of 3-hours each will take place on the understanding that the online interventions using a remote interpretation platform do not exceed thirty minutes per meeting, in accordance with the policy to mitigate the adverse auditory health impact on (simultaneous) interpreters. In the unlikely event that online interventions last longer than thirty minutes in a given meeting, the duration of the meeting would revert back to the standard hybrid duration of two hours.
Delegations may choose to participate in the formal meetings in person, through Interprefy with remote simultaneous interpretation, or by both means.
Meeting times
The meetings of the fourth session will be held from 10:00 a.m. to 1:00 p.m. and from 3:00 p.m. to 6:00 p.m. Vienna local time.
Conference room
The in-person meeting will be held in the the Plenary Hall, on the first floor of the M-Building at the VIC, which has the capacity to accommodate two delegates for Member States, Holy See, Palestine and the European Union and one delegate per multi-stakeholder organization.
The meeting will be webcast live on the webpage of the fourth session.
The organization of side events and the participation therein is the responsibility of the organizers. The Secretariat would like to support by publishing the information on the events on the website of the Ad Hoc Committee, as provided by the organizers including the information of the focal point for any queries. If organizers wish to make information on their event available at the Ad Hoc Committee webpage, they are kindly requested to complete the following form.

Delegations are encouraged to send any statements, if they are prepared in advance, in soft copy, to unov.conference@un.org and cybercrimeahc@un.org clearly indicating the name of the meeting and the agenda item in the subject line of the email and at the heading of the statement, well in advance and preferably at the latest two hours before delivery, in order to facilitate a smooth interpretation of their statements into the six official languages of the United Nations.
Delegations are also requested to clearly indicate in the email whether the submissions should be posted on the website of the fourth session. The secretariat will endeavour to upload statements as soon as soon as feasible, and it will not do so in the absence of an explicit request.
Registration for the meeting will be done through the self-registration platform Indico. The registration process will be open from Monday, 7 November 2022 until Friday, 6 January 2021 6 p.m., New York time.

Visa support note verbale
If requested by a Permanent Mission the secretariat may issue a visa support note verbale to Member State delegates. Permanent Missions are asked to contact the secretariat at cybercrimeahc@un.org no later than three weeks before the date of arrival for visa assistance.
Visa support letters can not be provided for multi-stakeholder representatives.
Collection of badges
Grounds passes will be issued to registered participants at the Pass Office at Gate 1 of the VIC from 8 a.m. till 4 p.m. each day. Participants attending in person will be required to present their passports or another official photograph-bearing identity document, in order to receive their grounds passes.
Confirmed delegates will receive an email with a direct link to upload their photos. Grounds passes for delegates who upload their photo by Wednesday, 4 January will be pre-printed and can be collected from the Registration Counter at Gate 1 of the VIC from 2 p.m. till 4 p.m. on Friday, 6 January and from 8.00 a.m. till 12 noon on Monday, 9 January. Staff from Permanent Missions collecting grounds passes for their delegates must present an official letter at the Registration Counter for that purpose. The letter must be signed by the Head of Mission.
Staff of Permanent Missions to the United Nations in Vienna will be able to access the building and the meeting rooms with their valid VIC grounds passes.

Please contact the secretariat regarding accessibility needs (cybercrimeahc@un.org). Within the existing resources, every effort will be made to facilitate reasonable advance requests. Possible support includes hearing loops, individual display screens, digital magnifier, footstools, lectern risers and ramps to the podium.
By advance request, accessible on-site parking for registered participants and access arrangements for accessibility support persons and support animals can be provided. Support animals must be registered at least two weeks in advance.
The secretariat hereby informs all delegations that should they wish to co-sponsor a proposal, they may indicate such a wish upon invitation by the Chair at the meeting, prior to the consideration of the proposal. They may also express the wish to co-sponsor a proposal by email to the Ad Hoc Committee secretariat (cybercrimeahc@un.org) using the official email of the respective Permanent Mission, prior to the consideration of the relevant proposal. Once a proposal is adopted, the secretariat can no longer alter the list of sponsors of a given proposal.
