In accordance with General Assembly resolution 75/282 and with General Assembly decision 76/552, the Ad Hoc Committee to Elaborate a Comprehensive International Convention on Countering the Use of Information and Communications Technologies for Criminal Purposes, established by the General Assembly in its resolution 74/247, held its first session at United Nations Headquarters (UNHQ) in New York, United States of America, from 28 February to 11 March 2022.
Meeting times
The meetings of the first session were held from 10:00 a.m. to 12:00 p.m. and from 3:00 p.m. to 5:00 p.m. EST.
Format
The meetings of the first session were held in a hybrid format by which the delegations had the choice to participate in the formal meetings in person (limited to one delegate per Member State, the Holy See, the State of Palestine and the European Union in the meeting rooms), through Zoom with remote simultaneous interpretation, or by both means.
Conference rooms
Conference Room 4 at UNHQ was used for the first week, and the Trusteeship Council Chamber was used for the second week, except on 11 March 2022 when the General Assembly Hall was used. In accordance with measures to address the COVID-19 pandemic in force at UNHQ, the Trusteeship Council Chamber could accommodate 1+1 delegates and the General Assembly Hall 1+3 delegates in accordance with the physical distancing requirements in United Nations Headquarters, with the representatives of Member States, the Holy See, the State of Palestine and the European Union being physically present.
Remote connection
All other delegates were connected remotely through Zoom with remote simultaneous interpretation.

Guidance on the co-sponsorship of proposals
In relation to the session on organizational matters and the first session of the Ad Hoc Committee to Elaborate a Comprehensive International Convention on Countering the Use of Information and Communications Technologies for Criminal Purposes, held on 24 February 2022 and from 28 February to 11 March respectively, the secretariat informed all delegations that should they wish to co-sponsor a proposal, they may indicate such a wish upon invitation by the Chair at the meeting, prior to the consideration of the proposal. They may also express the wish to co-sponsor a proposal by email to the Ad Hoc Committee secretariat (cybercrimeahc@un.org) using the official email of the respective Permanent Mission, and prior to the consideration of the relevant proposal. Once a proposal is adopted, the Secretariat can no longer alter the list of sponsors of a given proposal.
