The “Pledging for Action” is a public testament to the determination to implement drug policy commitments. By pledging publicly, Member States can demonstrate leadership in addressing the key challenges outlined in the 2019 Ministerial Declaration, share success stories with the international community, and inspire others to take action.
Member States are invited to fill in the Google form when wishing to share updates about progress with implementation. Subsequently, the Secretariat will publish the progress updates on this webpage.
The Republic of Colombia pledges to:
• Design and implement an international harm reduction network so that this approach becomes a centerpiece of global drug policy.
• Advance in the critical review of the international drug control system to achieve a realistic and pragmatic regime, based on scientific evidence and protective of rights.

In order to improve the implementation of international commitments on drug policy, and to address the following challenge “health and drug treatment services still do not meet needs”, I commit that Spain:
1. Work actively to promote the development of treatments based on scientific evidence, focusing on the international standards and addressing this cooperation in some countries in the Latin American region.
2. Continue to collaborate with the United Nations Office on Drugs and Crime (especially its Prevention, Treatment and Rehabilitation Section) in this area through institutional and technical support and by actively working to fund activities to the extent possible, with an economic support that is guaranteed for 2024, and everything possible will be done to maintain it in 2025.

(1) With a view to enhancing the implementation of local, regional, and international drug policy commitments, and in addressing the challenge that drug treatment and health services continue to fall short of meeting needs, and deaths related to drug use have increased- I pledge for South Africa to strengthen evidence-based strategies for prevention, treatment and rehabilitation services for substance use disorders. South Africa will strengthen implementation of evidence-based prevention strategies through capacity building and professionalising the prevention workforce within the next 12 months, in cooperation with the Colombo Plan Drug Advisory Programme, and the United National Office on Drugs and Crime. South Africa will improve the quality of SUD treatment services, through the implementation of Quality Assurance strategies for drug use disorder treatment and care in the framework of the UNODC global projects on treatment of substance use disorders.
(2) I pledge for South Africa to continue to identify and monitor trends in the composition, production, prevalence, and distribution of new psychoactive substances within the next 12 months. As well as, to promote and strengthen local, regional, and international cooperation on new psychoactive substances, in cooperation with the United Nations Office on Drugs and Crime, the World Health Organisation, the International Narcotics Control Board, and other interested Member States and stakeholders, including within the region.
Zimbabwe pledges to convert, within the next year, one to two decommissioned COVID-19 isolation facilities in each of the 10 provinces into comprehensive drug treatment, rehabilitation, and recovery facilities for individuals with substance use disorders. The estimated 20 facilities will use evidence based and holistic approaches to treatment and rehabilitation. In addition, the facilities will specifically prioritize client-centred approaches to address the unique needs of each patient working closely with the communities through the existing and well-established health centre committees.
Zimbabwe pledges to establish a National Drug and Substance Agency, whose major function shall be to coordinate efforts by different Ministries, Departments and Agencies (MDAs) towards the elimination of drug and substance abuse in the country. The National Drug Agency which is expected to be fully operational by the end of 2024 will take over the coordination of all National drug and substance abuse activities currently being implemented by the National Task Force and will therefore strengthen the current multi-sectoral Whole of Government and Society National response and coordination approach leaving no one and no place behind.
Zimbabwe pledges to allocate USD $1.5 million towards the Nation’s Drug and Substance Abuse programmes for 2024. These funds will be managed through a special Drug and Substance Abuse Fund. To facilitate cashflow management and disbursement of resources, each of the seven National Drug and Substance Abuse Task Force Pillars will provide treasury with costed monthly requirements guided by this allocation together with the National Multi-Sectoral Drug and Substance Abuse plan. These seven Pillars are: · Supply Reduction; · Demand Reduction; · Harm Reduction, Treatment and Rehabilitation; · Community Reintegration; · Policy and Legal Enforcement; · Media and Awareness Raising;· Resource Mobilization. Where resource inadequacies are observed, Treasury will advise of the policy measures that will be aimed at addressing such inadequacies/challenges accordingly and in a timely fashion. With the view to enhancing the implementation of all International Drug Policy commitments, and in addressing the challenge of drug and substance abuse, I pledge for Zimbabwe to expedite the process of creating a Drug Agency together with the amendment of the Drugs and Allied Substances Control Act; and the Dangerous Drugs Act to be completed before the end of the year.
(1) Czech Republic pledges to increase the availability and access to care and treatment for people who use drugs, as well as to introduce controlled availability of some substances, reflecting the level of harm of each substance, and thus promote the harm reduction approach, both at national and international levels, based on the 2016 UNGASS outcome document and the WHO recommendations. We commit to adopt appropriate measures and legislative regulations at the national level by 2025.
(2) In light of the best scientific evidence and based on the findings of 2023 Report by OHCHR: "Human rights challenges in addressing and countering all aspects of the world drug problem", which highlight the failure of punitive drug control measures the Czech Republic pledges to launch voluntary Guidelines on the UN Drug Control Conventions, with the aim to consider the alternative regimes in drug policies, promoting the original aim of the conventions, namely to protect the health and welfare of humankind as well as human rights.
I pledge for Thailand to tangibly reduce the severity of drug problems in the country within a year, by (1) urgently providing drug users, particularly those suffering from mental disorders, with appropriate treatment and rehabilitation, and (2) intensifying interdiction efforts along the borders to stop the illicit trafficking of drugs and chemicals and increasing international cooperation at all levels to address challenges in the Golden Triangle in order to ensure a sustainably safe and secure society.
(1)With the view to enhancing the implementation of all international drug policy commitments, and in addressing the challenge that geographical coverage and availability of reliable data on the various aspects on the world drug problem requires improvement, I pledge for Pakistan to strive to establish and operationalize National Counter Narcotics Control Center within the next 12 months to synergize/regulate counter-narcotics efforts at Federal/Provincial levels. The envisaged Center will act as a drug law enforcement related information fusion center. It will house representatives of all key agencies, formulating inter-agency taskforce under one roof, through integrating technology and development /deployment of information sharing system by UN Office of Drugs and Crime.
(2)With the view to enhancing the implementation of all international drug policy commitments, and in addressing the challenge that drug treatment and health services continue to fall short of meeting needs and deaths related to drug use have increased, I further pledge for Pakistan to establish a state-of-the-art 100-bedded Model Addiction Treatment, Rehabilitation and Reintegration Center (MATR²C) at Lahore within next 24 months. The envisaged Centre will provide quality treatment facilities to the drug addicts and would facilitate their social and vocational reintegration into society as useful citizens.
(3)With the view to enhancing the implementation of all international drug policy commitments, and in addressing the challenge that both the range of drugs and drugs markets are expanding and diversifying and also that the abuse, illicit cultivation and production and manufacture of narcotic drugs and psychotropic substances, as well as the illicit trafficking in those substances and in precursors, have reached record levels, and that the illicit demand for and the domestic diversion of precursor chemicals are on the rise, I also pledge for Pakistan to extend footprints of Anti Narcotics Force (ANF) through establishment of new operational setups at emergent strategic locations and increasing human resource in phased programme till 2035. A comprehensive Force Development Plan has been developed to increase operational outreach, human resource and related infrastructure of ANF. The envisaged capacity development plan will further strengthen Pakistan’s drug interdiction efforts across international borders and maritime domain.
(1) With a view to improve the implementation of all international commitments on drug policy and addressing challenges linked to the misuse, cultivation, illicit production and manufacture of narcotic drugs and psychotropic substances, drug trafficking and the impact of these activities worldwide.
Ecuador commits to the following: establishment of an analysis center dedicated to the control of scheduled substances subject to control; strengthening the monitoring and surveillance of the primary drug trafficking routes within the country through the integrated efforts of its security forces. These initiatives will be undertaken within a period of four (4) years. Ecuador further pledges to continue its cooperation efforts at all levels, guided by the principle of common and shared responsibility.
(2) In an effort to improve the implementation of all international commitments related to drug policy and address the challenge linked with the comprehensive approach to the socio-economic phenomenon of drugs, which contribute to the prevention and reduction of demand within Ecuadorian society, the secretariat of the inter-institutional committee on drugs is coordinating the execution of programs with different national entities and civil society.
Ecuador commits to the following: establishment of an alternative, comprehensive and sustainable development strategy that encompasses urban groups linked to consumption and microtrafficking, with a special focus on the adolescent population. This will be achieved through a geographical model tailored to vulnerable areas, taking into account the realities of each territory. Implementation of this strategy includes programs with art, training, education and communication components. This strategy is set to be implemented in a period of fourteen (14) months, with the goal of fostering the sustainable development of the population.

With a view to enhancing the implementation of all international drug policy commitments, and in addressing the challenges that both the range of drugs and drugs markets are expanding and diversifying; and the abuse, illicit cultivation and production and manufacture of narcotic drugs and psychotropic substances, as well as the illicit trafficking in those substances and in precursors, have reached record levels, and that the illicit demand for and the diversion of precursor chemicals are on the rise; I pledge for JAPAN to implement the projects, with our special focus on;
- Strengthening capabilities of the border-management law enforcement agencies, such as the Customs, Border Guards, Police, Drug Control Agencies, serving at borders of countries neighboring Afghanistan and Ukraine through exchange of operational information under the Inter-Regional Network of Customs Authorities and Port Control Units against trafficking in narcotics and other contraband in the regions, whilst facilitating the legitimate trade, and;
- Strengthening Maritime Security and the Rule of Law at Sea toward a Free and Open Indo-Pacific to enhance regional cooperation between Western Indian Ocean States on maritime law enforcement, and expertise to counter emerging maritime crime issues, including drug trafficking.
Moreover, in addressing the challenges that drug treatment and health services continue to fall short of meeting needs and deaths related to drug use have increased; I pledge for JAPAN to implement the projects additionally for;
- Scaling up emergency humanitarian and health responses to internal displacement in the Mekong border countries, with the focus to specific vulnerability of border areas, communities or migrants’ camps to the risks involved drug-related offenses and the accessibility to the available treatment and care for drug-related health issues.
To support implementation of activities encompassed to achieve the objectives primarily set for 2025, we decide to contribute more than 8 million dollars.
(1) Australia pledges to join and be a leading partner in the International Narcotics Control Board's industry mapping project aimed at preventing the diversion from chemical industries, of internationally controlled and non-scheduled chemicals, including designer precursors, for the illicit manufacture of synthetic drugs, new psychoactive substances (NPS) and controlled precursors.
(2) Australia pledges to ensure a range of prevention, treatment and harm reduction services are available to the Australian community and are delivered in a variety of modalities and settings, with particular priority assigned to effectively tailoring services and initiatives to priority populations most affected by drug use, including young people, First Nations Australians, and clients referred from the criminal justice system. To further extend this Pledge, Australia will continue to have meaningful and ongoing dialogue and engagement with civil society and community-led organisations, researchers and other key stakeholders to ensure drug-related research and data is available, with particular consideration given to the Pacific region.
(3)Australia pledges to continue its leadership in driving scientific evidence-based and community-driven action in working to eliminate the transmission of HIV, Hepatitis C and other blood-borne diseases, and ensuring affected communities can access a full range of interventions and health services that are gender-responsive, inclusive, culturally safe, and free from stigma and discrimination.
With a view to enhancing the implementation of all international drug policy commitments, and in addressing the challenges that the abuse, illicit cultivation and production and manufacture of narcotic drugs and psychotropic substances, as well as the illicit trafficking in those substances and in precursors, have reached record levels, I pledge for the United Kingdom to work closely with global partners such as Interpol to build capacity and invest in law enforcement programmes and activities in tackling drugs supply.
Additionally, to address the challenge that drug treatment and health services continue to fall short of meeting needs and deaths related to drug use have increased. I pledge, by delivering the Addiction Mission, to make the UK a place where researchers and innovative companies can thrive and partner effectively with the National Health Service and charity-led treatment services to design, research and deploy novel treatments and technologies which effectively tackle the challenges of drug and alcohol addictions. Through this we will improve the lives of those affected by these addictions, reduce the harms to the individual, their family and friends, and to wider society in the UK and globally.
I also pledge for the UK to ensure that drug and alcohol treatment and recovery support services are evidence-led, more widely available and include independent peer-led support to help people to sustain recovery long term and to listen to the voices and expertise of people with lived and living experience, and their families, across our drug strategy programmes and projects.
France is combating the global drug problem through a balanced approach including, on the one hand, measures intended to prevent use and provide care to users, and, on the other hand, firm actions to combat traffickers, making it possible to reduce the supply of narcotics and related crime. In compliance with human rights and international conventions, with a view to improving the implementation of all international commitments in terms of drug policy and to embody our balanced approach we offer:
1) To prevent drug use early on while faced with the diversification of available drugs and distribution markets (challenge 1), I am committed to ensuring that France continues its investment in effective programs at the national and international levels that tackle the strengthening of psychosocial skills which allow young people to improve their self-esteem and thus prevent risky behavior.
2) To meet the challenges posed by the high and persistent rates of contamination by HIV and hepatitis C, associated with drug use (challenge 7), I am committed to ensuring that France, as a contributor to UNAIDS and Unitaid, and as the second largest contributor to the Global Fund, carries these priorities. We will continue to advocate for drug users, and particularly women, to be a prime target for prevention, treatment and fight against HIV, hepatitis C and related diseases. In 2023, France increased its contribution to UNAIDS by 50% and will continue to work this year in favor of prevention and access to care for all.
3) In order to address the challenges posed by the low value of illicit assets confiscated in drug-related cases (challenge 4), I am committed to ensuring that France puts in place a new national asset freezing regime drug traffickers. It will make it possible to effectively hinder large criminal organizations operating in France, by obstructing the money laundering circuits used for their profits.

1) Pour prévenir de manière précoce l’usage de la drogue face à la diversification des drogues disponibles et des marchés de distribution (défi 1), je m’engage à ce que la France poursuive son investissement aux niveaux national et international en faveur des programmes probants et notamment du renforcement des compétences psychosociales qui permettent aux jeunes d’améliorer leur estime d’eux-mêmes et de prévenir ainsi les comportements à risques.
2) Pour relever les défis que posent les taux élevés et persistants de contamination par le VIH et l’hépatite C, associés à l’usage de drogues (défi 7), je m’engage à ce que la France, en tant que contributeur à l’ONUSIDA, à Unitaid, à l’Initiative et en tant que deuxième contributeur au Fonds mondial, porte ces priorités. Nous continuerons de plaider pour que les usagers de drogue, et particulièrement les femmes, constituent une cible privilégiée des activités de prévention, de traitement et de lutte contre le VIH, l’hépatite C et les maladies associées. 3) En vue de relever les défis que pose la faiblesse de la valeur des avoirs illicites confisqués dans les affaires liées aux drogues (défi 4), je m’engage à ce que la France mette en place un nouveau régime national de gel des avoirs des narcotrafiquants. Il permettra d’entraver efficacement les grandes organisations criminelles agissant en France, en faisant obstacle aux circuits de blanchiment utilisés pour leurs profits.
(1) Guatemala undertakes to develop an action protocol during the first four months of 2024 to strengthen inter-institutional coordination in the control and inspection of precursors and chemical substances that are imported, exported or produced for purchase, sale, consumption, packaging , preparation, transformation, storage, transit or any other activity in the country, in pharmaceutical establishments or public, private, national or foreign companies, in order to avoid their diversion for the illegal manufacture of drugs.
(2) Guatemala commits in the year two thousand twenty-four, to strengthen the Early Warning System -SAT and/or SIALERT-, in order to provide a timely response to new problems and threats linked to synthetic drugs, New Psychoactive Substances (NPS). The strengthening of the Early Warning System will include the improvement of the processes, procedures and the system for the transfer of communications in order to streamline communications and ensure that alerts are issued immediately, which will validate the adoption of appropriate measures to counteract the world drug problem.
(3) Guatemala commits to joining the CHAMPS initiative and working within that framework to guide national drug policies towards the prevention of the use of drugs and other psychoactive substances in adolescence and childhood.

(1) Guatemala se compromete a elaborar un protocolo de actuación durante el primer cuatrimestre del 2024 para fortalecer la coordinación interinstitucional en el control e inspección de precursores y sustancias químicas que sean importadas, exportadas o producidas para la compra, venta, consumo, envasado, preparación, transformación, almacenaje, tránsito o cualquier otra actividad en el país, en los establecimientos farmacéuticos o empresas públicas, privadas, nacionales o extranjeras, a fin de evitar su desvío para la fabricación ilegal de drogas.
(2) Guatemala se compromete en el año dos mil veinticuatro, a fortalecer el Sistema de Alerta Temprana -SAT y/o SIALERT-, con el objeto de brindar respuesta oportuna a los nuevos problemas y amenazas vinculados a las drogas sintéticas, Nuevas Sustancias Psicoactivas (NSP). El fortalecimiento de Sistema de Alerta Temprana, comprenderá el perfeccionamiento de los procesos, procedimientos y el sistema para el traslado de comunicaciones con la finalidad de agilizar las comunicaciones y que las alertas sean emitidas de forma inmediata, lo cual convalidará la adopción de medidas adecuadas para contrarrestar el problema mundial de las drogas.
(3) Guatemala se compromete a adherirse a la iniciativa CHAMPS y trabajar en ese marco para orientar las políticas nacionales de drogas hacia la prevención del consumo de drogas y otras sustancias psicoactivas en la adolescencia y la infancia.
In this context, and to enhance international cooperation in this field, the United Arab Emirates confirms its support for the Pledge4action initiative, and through our hosting of the United Nations Congress on Crime Prevention and Criminal Justice in 2026, we pledge to host a serious of regional and international events concerned with combating synthetic drugs.

With a view to enhancing the implementation of all international commitments on drug policies, and to address the challenge that treatment services for people with problematic substance use remain insufficient, I promise that Argentina will dedicate its efforts to strengthening, within a 3 year period, the articulation of the devices so that they function as an integrated treatment system, based on international quality standards and within the framework of national legislation, to guarantee continuity of care.
We commit to consolidate a socio-health care network and establish guidelines for the organization and operation of treatment centers in the matter, as necessary elements to pursue improvement in the quality of care for people with problematic substance use in the country.
We consider that the federalization of public policies is vital in order to increase the co-responsibility and participation of all competent actors in society.

Con miras a mejorar la implementación de todos los compromisos internacionales en materia de políticas de drogas, y para abordar el desafío de que los servicios de tratamiento para las personas con consumo problemático de sustancias siguen siendo insuficientes, prometo que Argentina dedicará sus esfuerzos a fortalecer, en un plazo de 3 años, la accesibilidad a los tratamientos y la articulación de los dispositivos, a fin de que funcionen como un sistema integrado de tratamiento, basados en estándares internacionales de calidad y en el marco de la normativa nacional vigente, para garantizar la continuidad de los cuidados.
Nos comprometemos a que Argentina consolide una red de atención socio sanitaria y que disponga de pautas de organización y funcionamiento de centros de tratamiento en la materia, como elementos necesarios para mejorar la calidad de atención a personas con consumo problemático de sustancias en el país.
Consideramos que la federalización de las políticas públicas es vital a fin de incrementar la corresponsabilidad y la participación de todos los actores competentes de la sociedad.
In the end, supporting the initiative of the Chairman of the sixty-seventh session of the UN Commission on Narcotic Drugs, Tajikistan pledge of its commitment to the three fundamental UN conventions, which are the foundation of the international drug control system, and will make every effort to prevent the smuggling of narcotic drugs, psychotropic substances and their prosecutors into the country across the state border and its subsequent movement along the Northern Route.

We see with concern the diversification of organized crime, the strengthening and at the same time the proliferation of more criminal activities linked to drug trafficking, such as arms trafficking, human trafficking, etc.

The Republic of Korea pledges to organize the 31st Anti-Drug Liaison Officials’ Meeting for International Cooperation within the next 12 months.
This meeting will facilitate the prompt exchange of intelligence on the latest drug-related trends and crimes and enhance cooperation in drug law enforcement among regional drug officials and international organizations, such as the United Nations Office on Drugs and Crime, the International Narcotics Control Board, and the International Criminal Police Organization.
This meeting also aims to address the expansion of national and regional drug trade markets due to a sharp increase in illicit drugs and precursors entering or transiting the Republic of Korea.
Regarding one of the newly emerging trends related to drug offenses, as traffickers exploit the dark net, cryptocurrencies, and secure messaging apps for their illegal trade related to cybercrime, the Republic of Korea launched an “E-drug monitoring system” designed to surveil and detect digital clues to online drug crimes.
The Republic of Korea hereby pledges to share our achievements and lessons gained by operating the “E-drug monitoring system” with stakeholders, including international bodies and e-commerce platform providers, to promote public-private partnerships within the next 12 months during the abovementioned meeting.
On behalf of the Federal Government of Germany, it is my pleasure to proclaim a twofold pledge4action to address both demand and supply aspects:
With a view to enhancing the implementation of all international drug policy commitments, and in addressing our common challenges, I pledge for Germany:
• To increase the 2024 budget of our federal government for drug and addiction prevention measures by 6 million euros.
• And in order to better prepare for future challenges to start a national project called “Agent K” to analyse the growing and evolving narcotic threat of Ketamine and work on science-based strategies to tackle these.
With a view to enhancing the implementation of all international drug policy commitments, and in addressing all eleven challenges, I pledge for Switzerland to continue its efforts to advance international drug policy to achieve a coherent, comprehensive and multidisciplinary approach to addiction policy that is centered around health and human rights principles and integrates aspects of development policy. To this end, Switzerland will continue to support cooperative efforts to foster dialogue on progressive, holistic approaches, notably between relevant UN bodies in Vienna, Geneva and New York and including relevant stakeholders, in particular from civil society.

(1) With a view to enhancing the implementation of all international drug policy commitments and in addressing the challenge that drug treatment and health services continue to fall short of meeting needs and deaths related to drug use have increased – Austria pledges to further expand standardized training by trainers accredited under the European Prevention Curriculum for professionals who are involved in shaping prevention decisions, opinions and policies in Austria.
(2) In the spirit of Austria’s long-standing and continued commitment to the UN JPO program, Austria pledges to support UNODC with personnel in the Drug Control and Crime Prevention/Border Management Branch.
In light of the findings from the annual survey conducted by the National Socio-Educational Service System (SINASE) in 2023, it becomes evident that drug trafficking remains a significant catalyst for the restriction and deprivation of liberty among young people and adolescents. The distressing statistics from 2021, where Brazil recorded a staggering total of 47,503 intentional violent deaths, underscore the urgent need for proactive measures. Particularly alarming is the prevalence of violence in cities like Rio de Janeiro and Salvador, disproportionately affecting black and young victims.
This alerts us to the need for effective prevention and intervention policies in this area. Given this scenario, the Brazilian government launched the National Programme for Public Security with Citizenship (PRONASCI) II, based on Law No. 11,530 of 2007, which aims to coordinate public security actions for the prevention, control and repression of crime, establishing social policies and actions to protect victims with the promotion of human rights, intensifying a culture of peace, support for disarmament and systematic combat against discrimination based on gender, ethnic, racial, generational, sexual orientation and cultural diversity.
In order to execute PRONASCI II, the Ministry of Justice and Public Security identified 163 priority municipalities to receive integrated actions. These territories concentrate half of the intentional violent deaths in the country, which highlights the need for a targeted and coordinated intervention.
With a view to enhancing the implementation of all international drug policy commitments, strengthening actions to prevent the use and problematic use of drugs is one of the main areas of action. Aiming to promote a comprehensive national prevention system, Brazil resumed programs widely supported by national and international evidence, providing campaigns and guidance materials, strengthening the prevention research agenda and fostering partnerships with federative units in all regions of the country.
So, I pledge Brazil's commitment to continuing current projects and promoting new initiatives aimed at prevention and social reintegration in schools, communities and families, in line with international prevention guidelines recommended by the United Nations. For 2024, as an advocacy strategy in the field of prevention, the Brazilian Government will offer training and technical support for the implementation of three programs to prevent the use and problematic use of psychoactive substances.
These are the programs "Elos - Construindo Coletivos", aimed at students in the initial grades of public education networks, "#Tamojunto", aimed at students in the eighth year of Elementary School, and "Famílias Fortes", aimed at children and adolescents aged 6 to 10 and their family members receiving social assistance services. All three programs have been widely evaluated and evidence points to their effectiveness in reducing both the risks of problematic substance use as well as the exposure of target populations to vulnerabilities.
With a comprehensive perspective of the prevention component of the Brazilian Drug Policy, the Brazilian Government will also implement a programme addressing homicide prevention and promotion to social protection of black young population living in peripheral territories, in Rio de Janeiro and Salvador that are disproportionately affected by drug trafficking activities.
In pledging to tackle these challenges head-on, Brazil remains steadfast in its pursuit of a safer, more inclusive society, guided by the principles of prevention and social reintegration. Looking ahead to 2024, we reaffirm our dedication to build a future where every individual can thrive free from the scourge of violence and substance abuse.

In order to strengthen compliance with international commitments regarding drug control policies, specifically in relation to the challenges posed by: 1) the growth and diversity (variety and quantity) of the drug market; and 2) the availability of internationally controlled substances for medical and scientific purposes (such as pain relief and palliative care), being little or non-existent in many parts of the world. The Bolivarian Republic of Venezuela is committed to establishing National Coordination Working Groups made up of different ministries, institutions and other interested parties to, before the first quarter of 2025: 1) institutionalize an Early Warning System, with a view to strengthening the implementation of our anti-drug policies, preventive and interdictive in nature; and 2) evaluate the state of the national situation, in order to propose solutions to alleviate and overcome the negative consequences of the illegal application of Unilateral Coercive Measures against the health sector, in order to achieve higher levels of availability of these controlled substances.

On behalf of the Chinese government, I hereby pledge that China will continue taking comprehensive and balanced measures and making efforts together with the international community to better tackle global drug problems. China will increase its annual contribution to the United Nations Office on Drug Control to US $2 million for three consecutive years starting from 2024, largely focusing on the development of the Memorandum of Understanding (MOU) on Drug Control in the Greater Mekong subregion to promote exchanges and cooperation in drug prevention education, chemical control and drug forensic technology with the purpose of addressing drug problems facing the Golden Triangle region and safeguarding the health and well-being of the people in the region.

(2)Organizing an advanced training course for 15 participants from the CND members in the domain of "combating drugs illicit trafficking" for one week in the premises of Anti-Narcotics General Administration (ANGA) at the ministry of interior of Egypt, in coordination with the UNODC.
Chile is committed to establishing a national coordination committee made up of different Ministries to jointly develop the design and implementation of a 2024-2030 Action Plan within the framework of the National Drug Strategy, where the active participation of citizenship and Civil Society. Chile wants to highlight the importance of significant, comprehensive, structured and balanced participation of civil society in the formulation and implementation of drug policies at all levels. We firmly believe that integrating diverse perspectives from global civil society organizations enriches policy discussions and offers a mosaic of ideas.

Acknowledging the decision of the Irish Parliament to establish a citizens assembly to consider the harmful impacts of illicit drugs on individuals, families, communities and wider society;
Noting the assembly operated according to the principles and mechanisms of deliberative democracy and considered a diverse range of perspectives, including the perspective of people with lived experience of drug use;
The Irish Government commits to carefully consider and respond with urgency to the assembly’s recommendations for reform of the legislative, policy and operational approach to drug use, and to indicate the timeframe for implementing those recommendations which it accepts.
Aware of the ever-evolving nature of the world drug problem and its complexities;
Respectful of its mandate and of different country contexts;
In line with the letter and spirit of the three international drug conventions;
UNODC Pledges to support a paradigm shift towards much stronger frameworks for prevention in Member States, whether to prevent drug use and harmful behaviours, to prevent illicit economies from exploiting and expanding, or to prevent violence associated with the illicit drug trade, with a focus on children and adolescents, as well as those who are in settings of vulnerability.
We will strive to provide and improve low-cost and accessible tools that build prevention skills, identify and share best practices for prevention in different contexts, and encourage and support far greater investment in prevention nationally and globally, to build the resilience of individuals and communities.
The African Union pledges to continue to take decisive measures to effectively address drug demand and the associated health issues with a steadfast focus on prioritizing drug use prevention, treatment, care, rehabilitation and reintegration strategies.
We pledge to ensure the availability and accessibility of controlled substances for medica and scientific purposes while preventing their diversion.
Furthermore, we pledge to tackle illicit drug supply by targeting the enablers of frug trafficking, including but not limited to corruption, money laundering, terrorism and the smuggling of firearms and light weapons.
