The 12th meeting of the Heads of National Drug Law Enforcement Agencies (HONLEA), Europe was held in Vienna, from 27-230 June 2017.
More than 90 participants from 33 countries discussed the current situation with respect to regional and subregional cooperation in the area of drugs. The meeting enjoyed the participation of the Executive Director of UNODC, Mr. Yury Fedotov, the Chair of the Commission on Narcotic Drugs, H.E. Bente Angell-Hansen, and the CND post UNGASS facilitator H.E. Pedro Moitinho de Almeida.
The meeting covered a wide range of issues, and included four working groups on:
(a) Use of the Internet for drug-related activities;
(b) Alternatives to imprisonment for certain offences as demand reduction strategies that promote public health and public safety;
(c) Money-laundering, illicit financial flows and effective countermeasures
(d) Mainstreaming gender perspectives in drug-related policies and programme
Participants held substantive discussions on major regional trafficking trends and effective countermeasures, international cooperation and technical assistance as well as practical measures taken in the implementation of recommendations that were adopted by the Eleventh HONLEA Europe meeting in 2015.
Delegations also discussed how they could contribute to the follow up to the 2016 Special Session of the General Assembly on the world drug problem and to the implementation of the Political Declaration and Plan of Action of 2009.
The meeting further had the opportunity to visit the UNODC drug testing laboratories and discuss the challenges of New Psychoactive Substances.
A side event was organized by the Permanent Mission of Austria presenting the Austrian drug checking services.
