STRATEGIC TRADE & EXPORT CONTROL (STEC)

STEC training deals with goods that are subject to licensing or authorization, namely weapons of mass destruction, dual-use goods and chemical, biological, radiological and nuclear (CBRN) materials.

What is Strategic Trade?

Strategic trade is the control of the export, import, international transit, and transhipment of certain commodities to certain recipients or for certain end-uses/end-users and in certain circumstances.

UN Security Council Resolution 1540 (2004) and other UN embargoes and sanctions identify dual-use substances/technologies which have both legitimate commercial uses and sensitive uses that could contribute to activities that harm people/states. A balanced approach is needed for controlling these commodities; it is important to recognize dual-use goods, components, and raw materials as strategically traded and stop their further movement toward illicit use(s).

How do we help?

Responding to UN Embargoes, Sanctions and Resolutions, CCP provides STEC training to PCUs and ACCUs.

CCP STEC training at a glance:

Training is delivered in a blended approach, through online and in-person specialized training, focused on commodities (raw materials, manufacturing equipment and components).
Training builds upon the units’ capabilities by enhancing their knowledge and experience to better detect, deter, prevent, and combat illicit trafficking of strategic and dual-use goods
Trainings assist the Member State to develop and maintain effective border controls and law enforcement efforts related to CBRNe (chemical, biological, radiological, nuclear, explosive) materials, equipment, and their means of delivery

Results

Since CCP began delivering STEC training in 2012, PCUs and ACCUs have interdicted/seized nearly 100 shipments of strategic/dual-use goods, including:

Rocket-propelled grenades and launchers and associated launchers
Firearms, their components, and ammunition
Explosives, their precursor chemicals and fireworks
Detonators, firing sets and mobile phones
Armoured vehicles
Components of fighter jets
Missiles
High purity hafnium (chemical element that includes use in nuclear reactors)
Military equipment
