Strategic trade is the control of the export, import, international transit, and transhipment of certain commodities to certain recipients or for certain end-uses/end-users and in certain circumstances.
UN Security Council Resolution 1540 (2004) and other UN embargoes and sanctions identify dual-use substances/technologies which have both legitimate commercial uses and sensitive uses that could contribute to activities that harm people/states. A balanced approach is needed for controlling these commodities; it is important to recognize dual-use goods, components, and raw materials as strategically traded and stop their further movement toward illicit use(s).
