UNODC - Heart of Asia-Istanbul Process Partnership

The Ministry of Foreign Affairs of Afghanistan welcomes and supports UNODC's Regional Programme for Afghanistan and Neighbouring Countries as one of the primary delivery mechanisms for the Counter-Narcotics Confidence-Building-Measures (CN-CBM) activities of the Heart of Asia-Istanbul Process. The Ministry of Foreign Affairs and UNODC have agreed that UNODC's Regional Programme will work with participating and supporting countries and organizations of the CN-CBMs through the Heart of Asia-Istanbul Process' de-facto Secretariat based in the Ministry of Foreign Affairs towards the implementation of the CN-CBM activity plan developed by CN-CBM's Regional Technical Group (RTG) on 29 April 2015 in Baku, Azerbaijan. 

CN-CBMs are designed to promote effective partnership working between Afghanistan and its neighbours to counter narcotics in areas including information sharing, increasing capacity with regards to tackling money laundering and financing of terrorism through illicit financial flows derived from narcotics trafficking, control delivery operations, tackling precursors, the promotion of alternative livelihoods and working towards a regional counter narcotics strategy.

Going forward, UNODC's Regional Programme will continue to work with the Heart of Asia, Paris Pact, regional and international organizations to ensure coordination and support to the delivery of holistic, outcomes focused interventions and responses on CN at the regional level.
