UNODC RP Encouraged Member States for the Operation REFLEX
On 2 November 2020, an online briefing and update on Operation REFLEX (REgional Forensic and Law enforcement EXercise) took place within the framework of the Sub-Programme 1 “Regional Law Enforcement Cooperation” of the UNODC Regional Programme for Afghanistan and Neighbouring countries (Regional Programme).
This operation seeks to strengthen interdiction responses to trafficking of New Psycho-active Substances and opiates based on forensic data analysis and information sharing in West and Central Asia. It also supports synchronization of the illicit drug lists of the countries and legislation related to NPS.
“Despite the COVID-19 environment, illicit drug trafficking is continuing. We are observing seizures of all types of illicit drugs, their precursors, and an increasing number of synthetic drugs and NPS in the region. UNODC is supporting joint initiatives on combating illicit drug trafficking, and especially the Operation REFLEX conducted in partnership with CARICC.”, said Mr. Jeremy Milsom, Senior Programme Coordinator & UNODC Representative.
The meeting was attended by 32 senior officials of law enforcement agencies and forensic laboratories from RP member states, including Afghanistan, I.R. Iran, Kazakhstan, Kyrgyz Republic, Pakistan, Turkmenistan and Uzbekistan.
CARICC will continue to be the coordination and communication center for the Operation REFLEX as in past years, and a representative of CARICC made a presentation on the structure of the Operation. At this update session, the general structure was discussed and views on feasibility in light of COVID-19 reviewed. A formal meeting will be next be convened to prepare a plan for the Operation REFLEX to be conducted in 2021 and will involve all countries participating in the Operation.
