UNODC Regional Programme for Afghanistan and Neighbouring Countries supports measures to counter precursors in the West and Central Asia
4-5 December 2017, Almaty, Kazakhstan
A Precursor Case Meeting (PCM) and a special coordination meeting on "Operation Substitute Phase 2" for Triangular Initiative (TI) countries were conducted with participation of investigators from Afghanistan, Iran and Pakistan, as well as representatives from the Central Asian Regional Information and Coordination Center (CARICC), International Narcotics Control Board (INCB) and UNODC.
During the PCM, the participating countries shared information on major cases of illicit precursors seizures and agreed to develop backtracking investigations and information sharing at the regional level regarding six major cases. As a result of information shared at the previous PCM in August 2017, one significant precursor seizure was made (details can only be shared once the case is complete).
At the special coordination meeting on operation "Substitute Phase 2" for the TI countries, special issues related to conducting the operation in those countries were discussed and agreed. Both TI countries and other participating countries have verbally agreed preliminary dates of active stage of the operation that is planned to be conducted in 2018.
The meeting was organized under the auspices of the UNODC Regional Programme for Afghanistan and Neighbouring Countries, and funded by the European Union.
