The Regional Programme for Afghanistan and Neighbouring Countries support the third phase of Operation Substitute
On 28 July 2021 an online preliminary meeting on the regional operation “Substitute Phase III” was convened with participation of law enforcement officers from Afghanistan, I.R of Iran, Kazakhstan, Kyrgyz Republic, I.R of Pakistan, Republic of Tajikistan, Turkmenistan and Uzbekistan as well as representatives from the International Narcotics Control Board (INCB), the Central Asian Regional Information and Coordination Center (CARICC), and UNODC.
In the opening remarks, it was highlighted by colonel Yazliev Atageldi Avezovich, head of International operations support and coordination division of CARICC that this operation is a result of long and fruitful cooperation between CARICC and the UNODC Regional Programme for Afghanistan and Neighbouring Countries.
During the meeting, participating countries reviewed the draft of the plan of the regional operation “Substitute. Phase III” presented by the international operations support and coordination division of CARICC and gave a series of preliminary recommendations to improve the methodology. All countries expressed their support to the plan and preliminary approval for the operation and its time frame.
The meeting was organized jointly by CARICC and the UNODC Regional Programme for Afghanistan and Neighbouring Countries with funding from Finland. Expert support to the meeting was provided by INCB and UNODC
