THE FIRST REGIONAL WORKING GROUP ON LAW ENFORCEMENT TRAINING FOR THE REGIONAL PROGRAMME COUNTRIES

The first Regional Working Group on Law Enforcement Training (RWGT) was organized on 14-15 November 2016 by Sub-programme 1: Regional Law Enforcement Cooperation of the Regional Programme for Afghanistan and Neighbouring Countries (RP), in Bishkek, Kyrgyzstan.
The delegations of Afghanistan, Iran, Kazakhstan, Kyrgyzstan, Pakistan, Tajikistan and Uzbekistan as well as the representatives of the Central Asian Regional Information and Coordination Centre for combating the illicit trafficking of narcotic drugs, psychotropic substances and their precursors (CARICC) participated in the meeting.
The participants made presentations on the current structure of law enforcement training institutions in their respective countries while also discussing the development of a system of selection for trainees and trainers, in order to ensure that they meet the criteria for the provided training courses. Similarly, the participants discussed the possibility of upgrading the existing UNODC ROCA database to support this system, in addition to UNODC presenting the programme activities in law enforcement training in the region.
On the second day of the meeting, a standardized law enforcement training mechanism for West and Central Asia and new initiatives in the field of training for law enforcement agencies was discussed. Afterwards, the participants discussed the presented issues as well as their future plans in these areas.
After thorough discussions, the delegations developed recommendations such as to further explore opportunities to standardize the offered training courses in the region as well as to promote training that provides a balance between theoretical instruction and subject matter practitioners.
