The Regional Anti-Corruption Platform for Eastern Africa brings together anti-corruption practitioners from across the region, facilitating the sharing of experiences to fast-track the implementation of the United Nations Convention against Corruption.

The platform was launched in February 2017 at a large-scale regional conference in Nairobi, Kenya, that resulted in the adoption of recommendations to fast-track the implementation of the Convention. More recently, in May 2024, a second regional conference reinvigorated the platform, adopting a new three-year road map as a guiding framework to advance anti-corruption action in the region. It will be implemented in cooperation with the Eastern African Association of Anti-Corruption Authorities (EAAACA) through a memorandum of understanding between UNODC and EAAACA.

2024 Road Map for Eastern Africa

This document is the main outcome of the regional conference on the reinvigoration of the Eastern Africa Platform (May 2024, Kenya), containing regional commitments and recommendations in four thematic areas.

Priority areas as defined in the 2024 Road Map for Eastern Africa

Objective 1: Strengthen the legal and regulatory frameworks to enable better financial investigations and ease the processes surrounding the recovery and management of stolen assets
Objective 2: Strengthen resources and capacities through better access to information and effective training programmes
Objective 3: Enhance financial investigation and asset recovery efforts by intensifying cooperation and coordination domestically, regionally and globally

Objective 1: Develop frameworks and establish internal mechanisms for the protection of whistle-blowers and other reporting persons
Objective 2: Raise awareness on the importance of whistle-blowing and build the capacity of all relevant stakeholders
Objective 3: Enhance national coordination and international cooperation on the protection of whistle-blowers and other reporting persons
Objective 4: Strengthen the role that investigative journalists and civil society organizations can play in better protecting whistle-blowers and other reporting persons

Objective 1: Professionalize and provide capacity-building to procurement officers and other officials involved directly or indirectly in public procurement processes
Objective 2: Share information on debarment
Objective 3: Promote automation of procurement systems
Objective 4: Strengthen beneficial ownership transparency of legal persons participating in public contracts
Objective 5: Promote the involvement of civil society organizations and non-state actors in overseeing public procurements
Objective 6: Prevent and manage conflicts of interest
Objective 7: Adopt and implement affirmative action policies to mitigate the effects of corruption on micro, small and medium enterprises and businesses owned by women and persons in vulnerable situations

Objective 1: Effectively implement anti-corruption policies, legal frameworks and/or strategies that promote anti-corruption compliance and integrity measures in the private sector
Objective 2: Enhance collective action to foster a culture of anti-corruption and business integrity in industries identified as particularly vulnerable to corruption
Objective 3: Integrate inclusive incentives criteria in government decision-making processes and legal frameworks to foster the implementation of business integrity measures
