Between May 2021 and May 2024, UNODC’s Abu Dhabi Declaration Programme (ADDP) promoted the critical role of supreme audit institutions (SAIs) in preventing and combating corruption and encouraged their collaboration with anti-corruption bodies (ACBs). The Programme, funded by the Supreme Audit Institution (now the Accountability Authority) of the United Arab Emirates, was devised to support the implementation of two key resolutions adopted by the Conference of the States Parties to the United Nations Convention against Corruption:

Aimed at exploring joint areas of work and strengthening cooperation, the Practical Guide - with the contribution of over 150 experts from nearly 50 countries - covers issues such as understanding institutional frameworks, prevention, international cooperation, knowledge and capacity-building and the use of information and communication technologies.
Following the launch of the Practical Guide during the opening of the 24th International Congress of Supreme Audit Institutions (XXIV INCOSAI) in November 2022, held in Rio de Janeiro, Brazil, UNODC held a series of regional and national workshops to disseminate the Guide. The workshops aimed to assist in identifying challenges to collaboration, strengthening existing collaborative efforts and establishing new types of collaboration between SAIs and ACBs across different regions.
The Abu Dhabi Declaration Programme was also designed as an operational extension of the 2019 memorandum of understanding (MoU) signed by UNODC and the International Organization of Supreme Audit Institutions (INTOSAI). The MoU provides a framework for cooperation aimed at: (a) contributing to the achievement of Sustainable Development Goal 16 (peace, justice and strong institutions) in respect of the performance of governments in the field of effective public financial management and corruption risk mitigation; and (b) supporting parties to the UN Convention against Corruption and Members of INTOSAI in their efforts to implement the Convention effectively.
