This Survey questionnaire* consists of a series of questions asking for data,primarily statistical, on the main components of the criminal justice system for 1998 - 2000. The following paragraphs include the instructions given to government respondents. The central responding office to reviewed partial replies to ascertain that the data collected from the official address clearly defined jurisdictions (such as national or federal) and are statistically valid. For this reason, the importance of reviewing all parts of the survey for consistency was emphasized. The survey instrument was sent to governmental institutes of 203 countries in April 2001.

The questionnaire is compiled so that it can be broken down and sent to separate agencies for response and reassembled in the central responding office before it is returned.
The UNODC Crime Programme has confined itself to reproducing the figures as received on the questionnaire forms.
The statistics cannot take into account the differences that exist between the legal definitions of offences in various countries, of the different methods of tallying, etc.Consequently, the figures used in these statistics must be interpreted with great caution. In particular, to use the figures as a basis for comparison between different countries is highly problematic.
