Support to Criminal Intelligence Capacity in Montenegro and Serbia

    

1. Objective

The objective of the project is to support the criminal intelligence capacities of Montenegro and Republic of Serbia. The project will involve the training of staff within the Criminal Police in each country, as well as the extension of the training and support to other law enforcement agencies such as the Border Police, Suppression of Money Laundering, Tax Authorities etc. Additionally, a multi-agency approach to law enforcement cooperation will be promoted and consolidated, and support will be provided for the development of national intelligence models in both countries. The project represents Phase II of the already completed SCGS29 project, which was implemented in the period 2006-2008.

 

2. Activities

a. Trainings: The Provision of Advanced Forms of Intelligence Training in Montenegro and in Serbia

Within the framework of the project, three training courses took place during October through December, 2009 with the aim of enhancing and strengthening the capacity of criminal intelligence agencies in both countries.

Training of Trainers in Belgrade, Serbia (5 - 14 October 2009)

The objective of the training course was to increase the knowledge of trainers on current training methods and techniques in order to increase the effectiveness of training courses conducted in these two countries. A total of 9 participants took part in the training course held in Belgrade: 4 criminal intelligence analysts from the Ministry of Interior of Serbia, 1 official from the Administration for Anti-Money Laundering within the Ministry of Finance of Serbia, and 4 criminal intelligence analysts from the Police Directorate of the Ministry of Interior and the Public Administration of Montenegro.

During the course of the training, a series of interactive and informative learning sessions took place. In these sessions participants improved their knowledge of the major theories of learning techniques and their applications in the field. In addition, they learned about the changing role of a trainer from simply an instructor to that of a facilitator; how to develop facilitative teaching skills in order to maximize learning for their audiences; and how to apply the adult learning principles and student-centred learning.

ANACAPA Training Course in Vrnjacka Banja, Serbia (19 - 30 October 2009)

The objective of the training course was to enhance the knowledge of criminal intelligence analysts in the use of ANACAPA. A total of 16 criminal analysts from different regions working in the Ministry of Interior of Serbia attended the training.

During the course of the training, a series of interactive and informative training sessions were held. In these sessions participants increased their knowledge of the major theories of criminal intelligence analysis process, on link analysis, on flow charting, and on telephone toll analysis, etc. and its application in the field.

ANACAPA Training Course in Montenegro in Petrovac, Montenegro (2 - 13 November 2009)

The objective of the training course was to enhance the knowledge of criminal intelligence analysts in the use of ANACAPA. A total of 16 participants from various regions in Montenegro working in the Police Directorate of the Ministry of Interior and the Public Administration of Montenegro took part in the training.

During the course of the training, a series of interactive and informative training sessions were held. In these sessions participants increased their knowledge of the major theories of criminal intelligence analysis process, on link analysis, on flow charting, and on telephone toll analysis, etc. and its application in the field.

Strategic Analysis Training Course in Vrnjacka Banja, Serbia (2 - 13 November 2009)

The objective of the training course was to increase the knowledge of criminal intelligence analysts in the techniques and use of strategic analysis. Participants included criminal intelligence analysts from the Ministry of Interior of Serbia.

During the course of the training, a series of interactive and informative training sessions were held. In these sessions participants improved their knowledge regarding the major theories of strategic analysis process; thinking styles; task definitions; time framing; collection, planning and management; information and factor analysis; and the articulation of analysis, etc. and its application in the field.

I2 Notebook Version 8 Training Course in Petrovac, Montenegro (30 November - 4 December 2009)

The objective of the training course was to increase the knowledge of criminal intelligence analysts in the use of I2 Notebook Version 8. A total of 8 criminal intelligence analysts from different regions working in the Police Directorate of the Ministry of Interior and the Public Administration of Montenegro took part in the training.

During the course of the training, a series of interactive and informative training sessions were held. In these sessions participants improved their knowledge regarding the customization of the Notebook Version 8 software, the use of charting software and analysis tools, flow charting, and the development of analytical skills, etc. and its use in the field.

b. Regional Conference for the Networking of Criminal Intelligence Analysts in the South Eastern Europe Region

Objective

On 7 - 8 December 2009 the Regional Conference for the Networking of Criminal Intelligence Analysts in the South Eastern Europe Region took place in Budva, Montenegro. The conference was organized within the framework of the XCE/T86: Support to the Criminal Intelligence Capacities of Montenegro and Serbia.

The aim of the conference was to enhance the cooperation and networking between criminal intelligence analysts from the South Eastern Europe region, which will contribute to increased cooperation in the region in the sharing and usage of criminal intelligence and in the regional networking of analysts.

Participants

At the conference the delegations from Albania, Bosnia and Herzegovina, Croatia, FYR of Macedonia, Montenegro, Serbia and Kosovo under UNSCR 1244 were present, as well as representatives from EULEX, UNMIK, the SECI Centre, the OSCE Mission to Montenegro, the SOCA UK and UNODC.

Activities

The regional conference was opened by the Assistant Minister in the Ministry of Interior and Public Administration of Montenegro, Ms. Nada Vukanic. During the course of the conference, the delegations and institutions presented their current on-going activities, good practices, and challenges they face in addition to suggestions/conclusions on how to move forward in order to improve efficiency at the regional level. In addition, a presentation was given on the use of i2 Notebook Version 8 software.

Outcomes and Recommendations

At the end of the conference, the following recommendations were put forth by participants:

  • The further enhancement of regional cooperation through the similar regional events held at regular six-month intervals, which would serve as a basis for increasing professionalism and mutual understanding among the criminal intelligence analysis community;
  • An assessment of the feasibility of creating a South Eastern European chapter of the International Association of Law Enforcement Intelligence Analysts (IALEIA), with the intention of encouraging membership, and giving access to enhanced networking opportunities;
  • The establishment of a database of qualified criminal intelligence trainers from all agencies, as well as the promotion of regional/multi-agency training as tool to enhance regional cooperation;
  • The establishment of an exchange in the best practices in strategic analysis, specifically in the field of organized crime threat assessments;
  • The continued, as well as an enhanced cooperation with the SECI Center on a bi-lateral basis;
  • The development of a best practice guide on analytical products, in addition to an agreement on a regional standard format;
  • The maintenance of the networking opportunities provided by the conference by circulating contact details of the participants, in order to allow on-going, informal contact on issues of mutual interest.
