UNODC qualifies officers as instructors
Mogadishu, Somalia 8 June 2023 – The United Nations Office on Drugs and Crime Global Maritime Crime Programme (UNODC GMCP) has been at the forefront of efforts to combat maritime crimes in Somalia through the capacity-building training provided has been able to strengthen its law enforcement agencies and develop effective strategies to prevent and respond to maritime crimes.
“I am very proud that I am now a qualified instructor that will contribute to improving the police force training plan. I learned new techniques and strategies to be more effective in my job. This will undoubtedly lead to better training for our entire force”, said 2nd Lieutenant Mohamed Madey. He brings a wealth of knowledge and expertise to his role, having worked in various capacities within the Mogadishu Maritime Police Unit (MMPU) for the last eight years. Madey recently completed the ‘Train the Trainer' (TOT) course alongside 2nd Lieutenant Yakub.
The course was taught in two phases. The first consisted of learning how to structure lessons, qualities of a good instructor, how to effectively engage students, practical and theoretical lesson structures, instructional aids, and student management. The second phase had participants teaching alongside the MLE mentor for the Coxswain course for five officers, who all successfully passed. 2nd Lieutenant Anod (operations manager), who participated in the Coxswain course, said, “We now have two qualified officers to conduct training for us; the impact will be immense. With their expertise, we can look forward to more effective and engaging training sessions.” This marked a milestone in capacity building and is the first time UNODC GMCP has conducted a TOT in country for the MMPU. This is a positive step towards enhancing the skills and knowledge of personnel.
Having completed the course, the officers are now instructors who can work alongside UNODC mentors and contribute to capacity building efforts locally, regionally, and internationally. The ability of instructors to present training in their units will allow for capacity building and self-sustainability. 2nd Lieutenant Madey said, “We are grateful for the opportunity to develop our teaching abilities and contribute to the growth of the Coast Guard. As instructors, we will share our knowledge and help our fellow officers achieve their goals. This fulfilling experience will benefit those we train and help us keep Somalia safe from those wanting to commit maritime crimes. We look forward to applying what we have learned and positively impacting those around us."
UNODC is committed to supporting the MMPU and ensuring officers have access to the necessary resources and support to complete the course successfully. This includes providing ongoing mentorship, access to training materials, and other opportunities. Colonel Bashir Kassim, commander of the MMPU stated, “This is aligning with our strategic objectives to depend on our officers to deliver all the training activities locally for the future”. By empowering officers at the local level, UNODC hopes to create a sustainable and effective approach to combating maritime crimes and have officers conduct their own training to build lasting capacity within their unit.Col. Bashir said, “We appreciate and emphasize the continuation of the ToT training from various areas.” UNODC GMCP is working towards a safer and more secure world for all through continued collaboration in capacity building efforts.
With the support of the U.S. State Department Bureau for International Narcotics and Law Enforcement Affairs (U.S. INL) through the Maritime Law Enforcement (MLE) Programme in Disruption of Arms Smuggling and Associated Maritime Crime in the Horn of Africa and Gulf of Aden, UNODC GMCP has been implementing effective and lasting measures to combat drug and arms trafficking and organized crime in Somalia.
