Tackling Illegal, Unreported, and Unregulated Fishing in Somalia
Mogadishu, Somalia, March 2023– With the longest coastline in continental Africa and vast marine resources, Somalia’s waters are especially vulnerable to illegal, unreported, and unregulated (IUU) fishing and associated crimes. In fact, reports suggest that $300 million is lost annually in Somalia due to IUU fishing, with foreign vessels sometimes engaging in dynamite fishing, which damages local marine resources, affects the livelihoods of local fishermen, and diverts funds away from Somalia’s economic development.
Mr. Ahmed Sheikh, a Monitoring, Control, and Surveillance Officer, saw first-hand the impact of IUU fishing, noting that “I was born in a coastal area in Somalia, and I used to love swimming in the ocean and seeing the diversity of fish. Now, when I go swimming, there are fewer fish to see, and it is disappointing how IUU fishing has deprived Somalia.” In response, the Somali government has mobilized to strengthen its fisheries management and enforcement capacity in collaboration with international partners, including UNODC.
Regarding requests from the UN Security Council, UNODC pioneered a fisheries pilot project in collaboration with the Ministry of Fisheries and Blue Economy, the Attorney General’s Office, and the Mogadishu Maritime Police Unit. In October 2021 and June 2022, a series of training sessions brought together inspectors, prosecutors, and boarding officers to learn about fisheries protection and inspection skills. More recently, UNODC co-delivered fisheries patrol operation training at sea, equipping officers with vessel, board, search, and seizure (VBSS) techniques to combat crimes in the fisheries sector. Thanks to a partnership with EU NAVFOR, the Regional Centre for Operational Coordination, and Seychelles authorities, the trainees engaged in simulation exercises and learned how to “navigate various scenarios that we might encounter during operations, including fire hazards on board and flooding of the vessel”, as Ahmed Sheikh observed.
To complement the suite of fisheries enforcement training exercises, UNODC also donated communications equipment to the Fisheries Monitoring Centre in Somalia to enhance maritime domain awareness and responses to crimes in the fisheries sector. The sessions and donations were possible thanks to the Kingdom of Denmark.
Now and in the future, UNODC stands ready to further support Somalia in protecting its waters from crimes in the fisheries sector and capitalizing on its marine resources for economic development.
