Skills for Future: Rehabilitation of Female Prisoners through Vocational Training in Somaliland
For the first time ever, a female-oriented vocational programme for prisoners’ rehabilitation to support their lives after prison was implemented in Somaliland by United Nations Office on Drugs and Crime (UNODC) Global Maritime Crime Programme (GMCP), in collaboration with the Ministry of Justice and under the Joint Rule of Law programme phase II (JROL).The programme offered a six-week training on tailoring, henna designs, and culinary arts at Gabiley Prison. These courses were identified by the national counterparts on marketable skills for women in Somaliland and to enable the women break the cycle of incarceration and social exclusion.
To further demonstrate its commitment to women’s empowerment and gender equality in accordance with SDG 5, UNODC has engaged with local female-owned businesses and three qualified women from the Gabiley community were recruited to facilitate vocational training. By recruiting local trainers, the programme aimed to build not only the skills of female prisoners but also an understanding of the rehabilitation of prisoners and change the local community’s perception towards female prisoners.
“I have been in the tailoring industry since 2012 and this is the first time, I am teaching prisoners. I don’t see these women as criminals, but people who need help, support, and guidance in their journey toward getting back on track with life. (Nimco, Vocational Trainer)”
Through this vocational training, female prisoners can envision life outside of the prison, motivating them to focus on rehabilitation and reintegration. Nuura, a 35-year-old woman, sentenced to 5 years for selling alcohol stated, “I sold alcohol to provide for my children.
This training is an opportunity to get some skills that will hopefully lead to employment. I went from someone who didn’t have any artistic skill and now I know how to draw a leaf with henna.”Muna, another prisoner highlighted, “With this training, I can improve my skills and keep practicing. I can do business with it when I leave”
Thanks to the support from the EU and Sweden through Multi Partner Trust Fund, JROL contributed to strengthen Rule of Law in Somaliland. Under the programme, UNODC has been working with the Ministry of Justice and Somaliland Custodial Corps to
promote humane detention, rehabilitation, and reintegration of prisoners in Somaliland. As gender mainstreaming is one of its aims, UNODC has honor to deliver the first female prison officers training and vocational training. These pilot initiatives showcased the impact of reducing bias towards female prisoners and UNODC continues to seek opportunities to support the correction sector with a focus on gender equality.
