Hope Behind Bars: A Journey of Transformation and Community Engagement
The 18th Federal and Regional Prison Commissioners Forum began in Hawassa, Ethiopia, on 3 October filled with warmth and optimism. Local leaders extended heartfelt greetings, and cultural performances added color to the opening, signaling hope for transformative change in Ethiopia's prison systems.
Key figures spoke, including the Speaker of the Sidama National Regional State and the State Minister of Justice. Discussions focused on adopting the minutes from the previous forum, with a strong emphasis on setting new transformative goals for Ethiopian prisons. The Six Years Transformation Plan was introduced—an ambitious path toward a better future for inmates.
On 4 October, the forum shifted gears with experience-sharing sessions from the Sidama and Oromiya Prison Commissions. The spotlight was on efforts to improve safety, human rights, and rehabilitation. Their stories reflected the collective spirit to improve the conditions of those behind bars.The International Committee of the Red Cross (ICRC) highlighted the importance of internal inspections for ensuring safety and security in prisons while UNODC shed more light on the Community Leaders Committee. The voluntary Community Leaders Committee discussed ways to enhance prison oversight—showing a strong commitment to transparency and reform.
Participants visited the Hawassa Prison Facility, witnessing firsthand the strides made in rehabilitation. They toured the workshops, dormitories, and the well-maintained grounds, experiencing the effort put into making prisons places of positive change, not just punishment.
One highlight of the visit was the football tournaments held within the prison grounds. These tournaments bring inmates and local community teams together, fostering understanding and breaking down barriers. The initiative is a beautiful example of how sports can be a bridge between prisoners and society—promoting healthy relationships and mutual respect.
The forum concluded with a heartfelt closing ceremony where major contributors were recognized. UNODC Ethiopia received two awards from the Federal Prison Commission and the Sidama Prison Commission for its continued efforts toward prison reform, following the guiding principles of the Nelson Mandela Rules. As the forum ended, it left behind an undeniable message—hope is alive, even behind prison walls. With collaboration, community engagement, and a clear vision, the journey towards a transformed prison system continues—one that respects human dignity and offers second chances.
