UNODC and the Brazilian Health Ministry launch call for proposals to promote human rights among vulnerable population

19 June 2012 - UNODC and the Department for STDs, AIDS and Viral Hepatitis of the Ministry of Health announced a call for proposals to strengthen and promote actions on human rights related to the epidemic of STD/HIV/AIDS and viral hepatitis, having as target group people living with HIV/AIDS, patients with viral hepatitis and/or most vulnerable population.

The call for proposals aims to finance projects of political intervention, including actions of assistance and capacity-building on human rights issues, presented by civil society organizations.

Proposals must shall contemplate assistance in human rights issues, through the promotion of acceptance and guidance on rights and duties of citizens, related to fighting STD/HIV/AIDS and viral hepatitis epidemics, on legislation, procedures and public services related to them; act in search of responses, through conflict mediation; receive and guide the target audience in cases of alleged violations of human rights; and to register cases in the Human Rights Database of the STD, AIDS and Viral Hepatitis Department.

Capacity-building of multipliers agents on human rights issues is also part of the project. The proposals for capacity-building of multiplier agents on human rights issues aim to empower community leaders, people living with HIV, patients with viral hepatitis, and other vulnerable groups to infection by HIV/AIDS, viral hepatitis, and STDs in the promotion and defence of human rights related to these diseases. The priority target groups for capacity-building are students and health professionals.

This call for proposals is the first concrete action within the framework of the partnership established between UNODC and the National Programme on STD, AIDS and Viral Hepatitis through the project "Improving Management, Surveillance, Prevention and Control of STD, AIDS and Viral Hepatitis among Drug Users, Sex Workers, Prison Population and People Living with HIV/AIDS", signed in March this year.

The seminars were organized by the Ministry of Health in Brasília last week, while the main theme of the discussions was "the right to health in the current scenario of the human rights: AIDS and viral hepatitis". Among the participants were representatives of juridical advisories - partners of the STD, AIDS and Viral Hepatitis Department, social movements and networks, as well as health care managers.

 

The call for proposals, published today, was announced by the Ministry of Health, during the opening session of the III National Seminar on Human Rights and HIV/AIDS and the I National Seminar on Human Rights and Viral Hepatitis, held on 13-15 June. Both seminars discussed "The right to health in a contemporary scenario of human rights: AIDS and viral hepatitis".
