2024 Webinar Nuclear Forensics in Russian

UNODC Holds Event in Russian on Nuclear Forensics as part of its Webinar Series on ICSANT

ICSANT offers States parties a wide range of mechanisms for international cooperation to prevent, detect, suppress and investigate offences involving radioactive material, devices or nuclear facilities as set forth in Article 2 of the Convention. One of them is cooperation on nuclear forensics.

On 6 September 2024, UNODC’s CBRN Terrorism Prevention Programme, Terrorism Prevention Branch hosted the fourth event of its webinar series on ICSANT, which is funded by the European Union. Conducted in Russian, the event focused on nuclear forensics and its role under ICSANT and featured Dr. Andrei I. Apostol, who is a judicial expert in Romania. Fifteen participants attended the webinar.

During his presentation, Dr. Apostol discussed differences in implementation of nuclear forensics by countries with diverse legal systems, in particular, belonging to common and civil law traditions. As a component of forensics science at the national level, nuclear forensics needs to be implemented in strict accordance with the State’s criminal law.

The expert also discussed the role of nuclear forensics in strengthening national nuclear security response capabilities and emphasized, among others, the crucial role of inter-agency cooperation at the national level, as well as cooperation with international partners. In particular, Dr. Apostol emphasized the framework offered by ICSANT that enables States parties that lack sufficient nuclear forensics capacity to request the assistance and cooperation of other States parties or international organizations, including the International Atomic Energy Agency (IAEA).
