Organized Crime

Background

The eruption of the security crisis in Mozambique and ensuing humanitarian crisis created new opportunities for organized criminal groups to exploit institutional vulnerabilities, opening the doors to various forms of trafficking, including drugs and human beings. Furthermore, the extreme porosity of the northern borders has created opportunities for further trafficking and transnational movements of illicit goods. Drug trafficking and transnational organized crime continue to represent a threat to peace, stability and hinder development in Mozambique.

Additionally, Mozambique’s Anti-Money laundering and countering the financing of terrorism regime faces significant vulnerabilities.

The Government of Mozambique has expressed its desire to strengthen responses to criminal threats facing the country, actively reaching out to UNODC to request further assistance in building its criminal justice response. Mozambican officials have already demonstrated senior level engagement on capacity building activities organized by UNODC, including through the endorsement by H.E. the Prime Minister of the “Maputo Roadmap of UNODC engagement in Mozambique”. The Roadmap includes agreed objectives to enhance Mozambican criminal justice response to transnational organized crime and drug trafficking in conformity with human rights standards.

What we do

Sharing policymaking expertise

UNODC provides continuous policymaking support to Mozambican authorities to enhance efforts to combat multiple and interconnected forms of transnational organized crime, having, among others, supported the development of Mozambique’s Strategy to Combat Transnational Organized Crime and Mozambique’s National Criminal Investigative Service’s institutional strategy.

Capacity-building activities

UNODC has delivered a wide array of cross-cutting capacity-building activities, including in the fields of criminal investigation methodology, crime scene management and preservation, forensic photography and investigation interviews, arms and explosives, money laundering and terrorist financing and crimes related to the mineral sector.

Linking up Mozambican actors with counterparts around the world

UNODC has also supported activities aimed at increasing regional and international cooperation in the field of transnational organized crime between Mozambican institutions and their Italian, Portuguese, South African and Brazilian counterparts.
