About UNODC in Mozambique

Programme Office in Mozambique

The UNODC Programme Office in Mozambique is a strategic presence in Mozambique, aiming to achieve greater engagement between governmental authorities and UNODC experts, as well as to expand its technical assistance portfolio. This collaboration is carried out in the framework of the Maputo Roadmap, a government-endorsed policy document that guides UNODC’s action in Mozambique.

The Maputo Roadmap represents a broad framework of intervention funded through direct donor contributions and complemented by resources made available through Global Programmes. The Roadmap pursues four outcomes.

Enhancing Mozambique’s criminal justice response to combat transnational organized crimes through increased detection and interdiction rates

Promoting health-based approaches to drug prevention, treatment, care and rehabilitation of drug users, including on HIV prevention, treatment and care

outcome 3

Preventing terrorism and violent extremism through a comprehensive criminal justice approach, in line with human rights standards

Strengthening the Rule of Law through improved justice systems and integrity in the field of crime prevention and criminal justice

Our impact and numbers 2023

Amplifying the voices and roles of women in Mozambique

UNODC has incrementally mobilized the active and meaningful participation of women in all project activities, while taking into account the relative underrepresentation of women in Mozambican law enforcement and criminal justice institutions.

In 2022/2023, on average, 30% of participants in UNODC’s initiatives were women. UNODC will strive to continue building upon this initial positive result in Mozambique, including by continuing to advocate for gender equality within national institutions throughout its engagement with national institutions.
