2024 marked the culmination of UNODC’s comprehensive programme designed to counter the escalating global and regional threat of narcotics trafficking

In response to the global and regional escalating threat of narcotics trafficking, and the Iraqi government's determined efforts to address it, UNODC, in collaboration with the Government of Iraq, has successfully concluded a series of specialized training courses in forensics, intelligence gathering, source handling, and operational planning aimed at enhancing the operational capabilities of Iraq's Anti-Narcotics Directorate. These initiatives are part of the project "Strengthening the Capacities of Iraqi Law Enforcement and Criminal Investigation Services," funded by the U.S. Department of State's Bureau of International Narcotics and Law Enforcement Affairs (INL) to support Iraq's counternarcotics efforts.
The strategic advice and comprehensive training programmes, delivered by UNODC experts, aimed at supporting the Federal Ministry of Interior efforts in creating sustainable institutional and operational improvement in Iraq's ability to counter narcotics trafficking and related crimes. The trainings aimed to foster a stronger institutional framework that can contribute to long-term regional stability and the rule of law by providing legislative and regulatory advice and equipping law enforcement officers with advanced skills and knowledge.
Major Ali Jasim Al-Maliki, a participant in the training, expressed that “The course overall is excellent in all aspects. This training is considered one of a kind in Iraq, offering sophisticated methods that stand apart from traditional approaches. The training can be grasped with ease and its practical application will greatly enhance our work.”
The programme culminated in the successful graduation of 164 participants, who completed an intensive 22-week training in Special Investigative Techniques. It provided in-depth knowledge of legal procedures, and interview techniques vital for conducting thorough investigations and securing successful prosecutions. The trainings placed a strong emphasis advancing gender equality, and building more diverse, effective police forces.
Looking ahead, the successful completion of the training programme marks a significant step in strengthening Iraq's national anti-narcotics strategy. The collaboration between UNODC and Iraqi authorities exemplifies how international partnerships can foster security, justice, and the rule of law, contributing to Iraq’s stability and regional well-being amidst evolving challenges.
