The United Nations Office on Drugs and Crime Regional Office for Central Asia jointly with the UN Global Programme against Money Laundering in co-operation with the OSCE, are implementing the UNODC-OSCE Training Programme on Countering the Financing of Terrorism for the Republic of Kazakhstan.
A three-day training course of the joint programme aimed at strengthening the capacity of officers, specialists and experts in the Republic of Kazakhstan to disrupt the financing of terrorist networks was concluded on 7 November 2019 in the Republic of Kazakhstan.
The training was delivered to thirteen Kazakh experts and practitioners from the General Prosecutor's Office, the Academy of Law Enforcement Agencies under the Prosecutor General's Office, the Committee for Financial Monitoring, the Ministry of Internal Affairs and the State Security Service of the Republic of Kazakhstan.
The training was delivered by international experts together with four local government officials who were trained in a train-the-trainers course in Vienna by the UNODC methodology.
The participants got acquainted with complex analytical and operational planning methods through a training process focused on localized scenarios which were based on real-life cases. They learnt how inter-agency co-operation can contribute to disrupting terrorist financial networks and how to strengthen their skills in the use of instruments and techniques for countering terrorist financing.
"Terrorists regularly adapt how and where they raise and move funds, so identifying, assessing and understanding terrorist financing risk is an essential part of dismantling and disrupting terrorist networks" - highlighted Mr. Aliaksandr Vadziany, UNODC Adviser on counter-narcotics, anti-money laundering and counter-financing of terrorism. The wider UNODC-led training programme on CFT has been in existence for over 3 years and over 30 countries have already benefited.
Special attention was paid to the upcoming mutual evaluation by the Eurasian group on combating money laundering and financing of terrorism (EAG). "The Republic of Kazakhstan is preparing for a mutual evaluation process for compliance of national AML/CFT framework with FATF standards. The key element of this evaluation process, which is going to start in September 2021, is an effective co-ordination of all competent agencies" - emphasized Mr. Mikhail Kolinchenko, an expert trainer from Russia's "Rosfinmonitoring".
The Financial Disruption Course is the second to-last course in training program. The training programme's activities are also implemented in the Republic of Uzbekistan, and are funded by Germany, the United States of America and the Russian Federation.
