UNODC has hosted a roundtable to discuss cooperation in strengthening the curricula of national police training institutions in Kazakhstan. The two-day dialogue, held at the Karaganda Poliсe Academy, involved senior officials of all police training institutions in Kazakhstan: the Almaty, Karaganda, and Kostanay Academies, as well as the Aktobe Law Institute and the Pavlodar and Shymkent Police Training Centres.
The Head of the Karaganda Police Academy, Akynkali Darmenov, conveyed the importance of the roundtable: "The training of highly qualified personnel for the internal affairs authorities, capable of performing their duties effectively in the new realities, dealing with the challenges and threats confronting us, interaction with civil society - this is an urgent task for all educational institutions of the Ministry of Internal Affairs of Kazakhstan. However, it is also important to realise that the training of highly qualified professionals is not the task of a single institution, but of the entire education system, in close cooperation with international organisations,".
Representatives of police academies and police training centres shared information about their respective training curricula and spoke about plans to enhance the quality of education in order to train community-oriented police personnel.
UNODC Project Manager, Wendy O’Brien, identified the transformative role of education: "We are very pleased to be partnering with the government of the Republic of Kazakhstan in this initiative, supporting efforts that are well under way with the police modernisation agenda. We count the representatives of higher education institutions in Kazakhstan as key partners in this endeavour. Educators and education managers are uniquely placed to facilitate this transfer of knowledge – to bring this change to future generations of police cadets or police officers."
The roundtable contributed to the dialogue on optimising the quality of modern police education in Kazakhstan, taking into account international expertise and good practice.
The initiative is part of UNODC's project on Support to Police Reform in Kazakhstan. The project is designed to support the work of the Kazakhstan Internal Affairs Ministry in police modernization and is carried out with financial support from the Bureau of International Narcotics and Law Enforcement Affairs.
