Passenger and Cargo Border Team (PCBT) enhances strategic trade and export control capacity of Port and Air Cargo Control Units in Uzbekistan

On 27-31 May 2024,the United Nations Office on Drugs and Crime (UNODC) conducted the PCBT Strategic Trade and Export Control (STEC) national training in Tashkent region, Uzbekistan through the UNODC-WCO Global Container Control Programme (CCP) for 20 representatives from the National Center on Drug Control under the Administration of the President of the Republic of Uzbekistan, Ministry of Investments and Foreign Trade, Customs Committee under the Ministry of Economy and Finance  and Tashkent International Airport named after Islam Karimov, including the National Focal Points (NFPs) from the central-level agencies and members of the Port and Air Cargo and Port Control Units (ACCU/PCUs).

The training, led by Adam Bacheller, Passenger and Cargo Border Team (PCBT) Border Management Branch, UNODC Headquarters and Berik Karissov, Chief Expert of Export Control Department of the State Revenue Committee of the Ministry of Finance of Kazakhstan, included an overview of the Programme and theoretical sessions and practical exercises on key topics of strategic trade control principles and mechanisms.

The participants had an opportunity to review and exercise commodity identification; knowledge of United Nations Security Council resolution 1540. Insights into fraud patterns and risk indicators, as well as human rights and integrity overview concerning law enforcement officials were provided to participants. The examples of good practices and case studies were elaborated upon in an interactive mode, which was highly welcomed and well accepted by participants, with active information exchanges and engagement within group exercises. Each group presented the outcomes of their collegial work, followed by their assessment and discussion within the large group of participants.

The participants expressed their gratitude to UNODC PCBT for the useful training, which capitalized upon practical aspects and helped to improve level of their knowledge and hands-on risk profiling and targeting skills. At the end of the training, participants were awarded certificates.

The PCBT/CCP Regional Segment for Central Asia is funded by the U.S. Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL), and the Export Control and Related Border Security (EXBS) Program, as well as the Governments of Japan and France.
