In November 2024, the Law Enforcement Academy of Uzbekistan hosted the International Scientific and Practical Conference "Global Challenges and Threats in Law Enforcement: Modern Strategies and Solutions." Supported by UNODC, GIZ, OSCE, Regional Dialogue NGO, and the U.S. Embassy, the event brought together more than 150 national and international experts, policymakers, and students from various universities in Uzbekistan.
The conference spotlighted pressing global threats such as corruption, cybercrime, and terrorism financing, while also demonstrating how international cooperation can effectively address these challenges. Over the course of two dynamic days, participants engaged in discussions, training sessions, and practical simulations that highlighted innovative strategies for combatting modern crime.
UNODC experts led impactful sessions on combating corruption, leveraging digital forensics and strengthening legal frameworks. Key topics included the transformative potential of artificial intelligence in law enforcement and the regulatory challenges of cryptocurrencies. Experts from Malaysia, Hong Kong, and Europe shared their countries’ experiences, sparking engaging debates and offering actionable insights.
One of the conference's highlights was the Model Conference of the States Parties to the United Nations Convention Against Corruption (UNCAC). This unique event provided students with the opportunity to step into the roles of UN delegates, discussing real-world issues related to the UNCAC’s Second Review Cycle and Article 12 on the prevention of corruption in the private sector. Through immersive debates, participants explored topics such as public-private collaboration, anti-corruption strategies, and the pivotal role of youth in governance.

Mr. Nizomiddin Gofurjonov, a student at Tashkent State University of Law, remarked: “This opportunity to participate in the simulation of the Conference of State Parties allowed us to engage in meaningful discussions and share youth perspectives on enhancing anti-corruption legislation and implementing the UNCAC Articles in Uzbekistan.”
Ms. Mashkhura Mardonova, a student at the Law Enforcement Academy, stated: "While preparing for this conference, we conducted an in-depth review of Brazil's anti-corruption legislation and history. Drawing on the country's experience and leveraging the recommendations outlined in Article 12 of the UNCAC, we proposed updates to our local legislation in the business sector. This has been an incredibly enriching experience for me."
The conference concluded with expert assessments of the youth delegations’ performances and reflections on the innovative ideas that emerged. It served as a powerful reminder of the critical role that youth engagement and education play in shaping a future rooted in good governance and corruption prevention.
Since 2018, UNODC has supported such Model United Nations conferences, witnessing how this platform has become an annual tradition at the Law Enforcement Academy. These initiatives promote the role of youth as agents of change and their capacity to respond to corruption in their professional and personal lives.
Looking ahead, UNODC plans to expand the reach of the Model United Nations conferences by engaging youth from across the Central Asia region to inspire collective action and foster a robust network of future leaders.
