The United Nations Office on Drugs and Crime (UNODC) and the European Bank for Reconstruction and Development (EBRD) have launched the Central Asia Business Integrity Network (CABIN), a pioneering initiative aimed at promoting ethical business practices, enhancing compliance, and mitigating corruption risks across the region.
To this end, on 11 March 2025, UNODC and EBRD hosted an online consultation with over 60 representatives from the public and private sectors, business associations, civil society, and academia across the region to identify key priorities for CABIN’s activities.
CABIN serves as a platform for sharing best practices in anti-corruption compliance, fostering regional collaboration, and establishing mechanisms for independent monitoring of business integrity. The initiative offers a range of engagement formats, including webinars, expert-led online lectures, policy dialogues with regulators, participation in regulatory development, and in-person conferences.
Stakeholders can participate in various capacities, including as observers, expert group members, and speakers. During the consultations, participants underscored the importance of expanding the network by engaging new experts and stakeholders.
Beyond the educational component, participants expressed a strong interest in joint expert work on developing a model law on business integrity for Central Asia. Notably, Mr. Sanjar Ikhtiyorzoda, Head of the International Department at the Agency for State Financial Control and Combating Corruption of the Republic of Tajikistan, emphasized the agency’s objective to develop a regulatory framework on compliance and business integrity with the support of regional experts.
Mr. Nurlan Musuraliev, Business Ombudsman of the Kyrgyz Republic, proposed the establishment of an expert working group within CABIN to facilitate the exchange of regional best practices and strengthen the network’s long-term sustainability.
CABIN builds on the longstanding cooperation between UNODC and EBRD in advancing anti-corruption frameworks. UNODC supports this initiative as part of its broader efforts under the United Nations Convention against Corruption (UNCAC), while EBRD is committed to enhancing transparency and ensuring responsible investment through adherence to international compliance standards.
CABIN will be developed in close synergy with the Regional Platform for Fast-Tracking the Implementation of the United Nations Convention against Corruption in Central Asia.
In the coming months, CABIN will finalize its event roadmap, with opportunities for experts to contribute to key activities. Updates on planned initiatives will be published on the network’s LinkedIn page.
UNODC and EBRD invite businesses, government agencies, and experts to join CABIN and contribute to shaping a stronger culture of integrity in the region.
