UNODC and the National Anti-corruption Department (Senac) Paraguay celebrate International Anti-corruption Day

Asunción, 11 December 2014 - About 100 participants attended December the 9th and 10 th, at the Auditorium of the United Nations, the International Seminar on Open Government: Transparency and Public Information organized by the United Nations Office on Drugs and Crime (UNODC) Paraguay and the National Anti-Corruption Department (Senac), in commemoration of the International Anti-Corruption Day, which was in charge of international experts Delia Ferreira Rubio (Argentina) and Laura Nahabetián Brunet (Uruguay).

On the occasion, the opening was chaired by the Executive Secretary National Anti-Corruption, Soledad Quiñónez, who stressed the opportunity that represents the establishment of this Day to observe the progress of countries in the fight against corruption. It also emphasized the need to strengthen the mechanisms of control and transparency of procedures related to government and the citizen access to them. She also referred to the progress in legislation, mentioning two laws that are currently part of the positive law in Paraguay: Law establishing the mandatory provision of information of public resources and other remunerations and the Law of free access to public information and government transparency.

Further, the Resident Coordinator of the United Nations in Paraguay, Cecilia Ugaz, read the message from the Secretary General of the United Nations, Ban Ki-moon, and them the Senior Advisor of UNODC Paraguay, José Manuel Martínez, shared the message UNODC Executive Director, Yury Fedotov.

The event also attended by the Minister of Finance, Mr. Germán Rojas; the Minister of Labour, Employment and Social Security, Mr. Guillermo Sosa; Minister Auditor of Executive, Ms. Bertita  Rodríguez de Perinetto; the Executive Secretary for the Civil Service Mr. Humberto Peralta; ESSAP President, Mr. Rómulo Ocampos; Capasa President, Mr. Iván Ojeda; Executive Secretary Minister of Senavitat, Ms. Soledad Núñez; the Adjunct Fiscal, Mrs. Soledad Machuca; diplomatic representatives of Germany, the US, Chile and the European Union.

The two international experts developed a comprehensive theoretical content drawn on practical examples, data, high profile cases, which were enriched with the interventions of the participants who provided expertise and local insight in terms of the practice, facts, law, mechanisms, among others, linked to corruption, transparency and public information. Participated on the event mainly representatives of the Executive, Legislative and Judicial branches.

Delia Ferreira Rubio is a PhD in Law from the Faculty of Law at the Complutense University of Madrid, Spain. She taught undergraduate, graduate and specialized seminars, public policy, constitutional law, philosophy of law and civil law. Laura Nahabetián Brunet is a PhD in Law and Social Sciences at the Faculty of Law at the Universidad Mayor, Uruguay, and Master of Science in Law and Governance Policy at the University of Pisa, Italy, specializing in human rights and governance and public administration. 

This activity is part of the actions of the United Nations Office on Drugs and Crime (UNODC) Paraguay develops in the country as part of the advice and technical assistance to State.
