Almaty, 25-29 June 2018 - UNODC Regional Office for Central Asia held a Regional Training Course on the methods of information analysis and exchange with the use of IBM "i2" software for 14 advanced level expert analysts of law enforcement agencies from Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan and 2 newly arrived CARICC experts as a part of the BLO (Border Liaison Office) initiative in Central Asia.
The training took place at the premises of the Central Asian Information and Coordination Centre for Combating Illicit Trafficking of Narcotic Drugs, Psychotropic Substances and Precursors (CARICC) and facilitated by two CARICC experts. The training was aimed at development of information and analytical systems through database management and application of up-to-date analytical software to disrupt and prevent criminal and other fraudulent activities committed at the border crossing points (BCPs). During the course, participants acquired new skills on using innovative analytical platforms and technologies through the completion of scenario-based exercises, modeled on intelligence data collected by law enforcement agencies.
"Police information systems evolved together with information technologies and turned into using of special software and skills of analytical specialists in crime analysis. The analysis isused to provide insights and recommendations that can drive or support law enforcement investigations, operations and strategy." - said Mr. Reginald Pitts, the Head of UNODC Programme Office in Kazakhstan in Almaty.
Sixteen law enforcement officers representing analytical units of Customs and Border Control services, Ministry of Interior and Agencies on Drug Control, dealing with the development of information and analytical systems through database management and application of up-to-date analytical software to disrupt and prevent criminal and other fraudulent activities, attended the training course. The law enforcement agencies were trained using their resource databases and other information sources to create a system able to analyse complex data sets and relationships, and determine the possible factors of crime engagement.
"The training was very fruitful, as we were able to consolidate the skills of using IBM "i2" and ArcGIS software products that will contribute to analytical work of our units. It is necessary to adhere to this learning algorithm and conduct such trainings on ongoing basis covering the wide range of analysts in the region." - said Mr. Ravshanjon Ruziev, Senior Officer of the General Anti-Smuggling Department of the State Customs Committee of the Republic of Uzbekistan.
The BLO component of Sub-program 1 of the UNODC Programme for Central Asia was launched in 2009 with the funding support from the Government of Japan, Japan International Cooperation Agency (JICA), the U.S. State Department Bureau of International Narcotics and Law Enforcement Affairs (INL), Germany and the Government of Norway.
