According to the Government, Consumer Protection regulations, Public Health regulations and Medicine regulations can be used to tackle NPS when necessary. NPS were classified as “non-authorised medicinal products” until 2014, when the European Court of Justice (the 10th of July 2014 in Joined Cases C‑358/13 and C-181/14) ruled that  the term “medicinal product” does not include substances which simply have the effect of modifying physiological functions but are not such as to have any immediate or long-term beneficial effects on human health.
