Consultancy to build institutional capacity of civil society by providing training and building skills of NGOs

Organisational Context and Background

The United Nations Office on Drugs and Crime (UNODC) in partnership with the Government of Maldives is supporting a project titled "Strengthening the national response to drug use in the Maldives" and is mainly targeted towards providing technical capacity to strengthen the national response on drug use prevention and treatment and to minimise the risk of drug use related HIV in the Maldives. One of the main objectives of this project is to reduce the demand for illicit drugs through community based drug and HIV prevention, treatment and aftercare for drug users.

UNODC Maldives has supported civil society to conduct drug prevention activities to strengthen the capacity of civil society partners and subsequently support them to initiate/strengthen comprehensive community based approaches towards drug use prevention, treatment and care services for drug users and their family members. In this regard, from December 2010 to February 2012, UNODC has supported drug prevention activities in the communities through NGO grants. After an evaluation of these fourteen months, the project is now into its second phase. To ensure wider reach, the project is assisting 10 NGOs from different geographical areas of Maldives.

In this regard UNODC aims to provide NGO management training and skills to these selected 10 NGOs. The training should include but not limited to, NGO management components, financial management in NGOs, budgeting, logical framework approach, monitoring and evaluation, effective programme delivery, social accountability of NGOs and fundraising.

UNODC is seeking an external party to deliver the NGO Management Training for these 10 NGOs working in the field of drug prevention and awareness.

General Objectives

To empower and train NGO personnel's in effective NGO Management skills, gaining up-to-date information and knowledge for effective implementation and optimum management of resources for enhanced delivery through personal development.

Scope of Work

Specific responsibility of the assignment is to provide and facilitate NGO Management training (recognised/ accredited programme) inclusive of the components mentioned above.

Deliverables of specific deliverables include:

  • Develop a training outline of the NGO Management workshop / training
  • Conduct a seven day training on NGO Management (recognised/accredited programme) to 20 participants
  • Workshop resources / materials and final report of the consultancy
